The leader of all Bloods street gangs in New York City was hit with a sweeping new indictment today charging him with murder and several murder conspiracy charges. Ronald Herron, who calls himself "The Big Homie," dabbled as a self-styled rapper under the name "Ra Diggs" until he was busted in 2010 after a four-year FBI-NYPD probe involving more than 65 undercover drug purchases. Brooklyn federal prosecutors say he unleashed a reign of terror over several city housing projects, threatened the police, vowed online to "turn the pigs kids into" orphans, and issued warnings against snitching. Today prosecutors hit him with an expanded indictment that includes several murder, murder conspiracy, and attempted murder charges related to his alleged drug business, and Herron possibly could face the death penalty, if convicted. He was already facing cocaine and heroin-trafficking charges - as well as weapons offenses - that stemmed from his 2010 arrest. The feds say he’s carried sub-machine guns, strapped on bulletproof vests, and authorities believe he's responsible for ordering murders and intimidating witnesses that doomed one homicide prosecution in New York state court. Last summer - while fighting the earlier federal drug charges - Herron claimed that he was not bound by American law. "I am not a party to ... the Constitution of the United States of America," Herron wrote Brooklyn federal Judge Nicholas Garaufis. Arguing that he was a “sovereign inhabitant” not subject to federal jurisdiction, he also made a contradictory argument that he’s governed only by the US Constitution and no other laws passed since the Founding Fathers penned that original document. Herron’s philosophy includes concepts espoused by certain grass-roots political movements in the western US, which Constitutional law experts say was a “fascinating” development. “Surprisingly, some of the things he says here are popular with white supremacist groups,” Larry Solum, a professor at Georgetown University’s law school, told The Post last summer. Herron’s challenge also uses “similar ideas to those associated with extremist and fringe movements,” such as the Patriot movement and militia groups," said Solum, a constitutional scholar. But the judge was not persuaded and rejected Herron's motion suggesting that his earlier drug trafficking indictment be dismissed.

Two London men face multiple arson charges stemming from three fires reported within 35 minutes of each other at two massage parlours Jan. 8. The blazes broke out during a week of mayhem in London early in January that brought fires and shootings, with outlaw biker and street gang undertones. David Hewlett-Weiler, 28, faces three counts of arson or explosion causing property damage, and another three of throwing an explosive with intended property damage in relation to the fires at massage parlours Blue Lagoon II at 1180 Oxford St. E. and Virginia's, located at 125 Clark Rd. Blue Lagoon II sustained $150,000 in damage after it was set on fire in the early morning of Jan. 8. About 20 minutes later, Famous Flesh Gordon's went up in smoke, causing $10,000 damage. No one has been arrested for that fire. Just 10 minutes after those dramatics, firefighters raced to Virginia's to battle that blaze. The fire there caused an estimated $25,000 damage. Blue Lagoon II was the target of an arson three days earlier, which caused $1,250 damage. Michael Morrison, 21, of London is charged with a single count of arson causing property damage and another of throwing an explosive with intended property damage in relation to that incident. Neither of the suspects is a member of a biker or street gang, London Const. Dennis Rivest said, but he cautioned the investigation continues to see if they have ties to organized crime. Hewlett-Weiler lists himself as the owner of LDM Roofing on his Facebook page. It's been speculated the fires were a signal that long-dormant biker wars were heating up once again, though that has yet to be proven. Flesh Gordon's is owned by Rob Barletta, a former London Hells Angels chapter president and current member.

Brussels gives green light for storage of Olive Oil

The European Commission is to give the green light this month for a new storage of olive oil for as much as 100,000 tons for five months. Taking that amount from the marketplace means that prices will be controlled. A similar amount was stored last November and since then only 45,000 tons has been released from cooperatives and some industrial groups. The olive oil sector is in a deep crisis with very low prices over the past year, a lower quality of product and an average 155 € per kilo for normal, and under 2 € for virgin extra. EU aid of between 80cents and 1€ only partially solved the problem and so producers are turning to storing the oil to put up the price. Minister for Agriculture, Arias Cañete, considers storage to be just another measure. Last season 1.4 million tons were produced, an amount expected to be beaten this year.

Fire affects 500 hectares of the Sierranía de Ronda

500 hectares in five municipalities of the Sierranía de Ronda was affected by fire over the weekend. It started on Saturday in Pujerra, Málaga, and was not brought under control until Sunday. The Junta de Andalucía has said that cork oaks, pines and shrub were all affected and the UME, Military Emergency Unit was called into assist INFOCA. The strong winds in the area, upto 40kms/hour on Saturday, complicated the control of the fire, and the fire-fighters continued their work on Saturday night despite temperatures of -4ºC. More than 240 people took part in fighting the fire, using four helicopters and five amphibious planes. There were no injuries and nobody had to be moved from their homes.

German nationals face death penalty over drug smuggling charges in Malaysia

A district court near the Kuala Lumpur International Airport charged the three men on January 13 with drug trafficking, said a customs official who declined to be named. Airport officials arrested the men arriving from Istanbul on January 1 after finding 10.2 kilogrammes of methamphetamine hidden in the bags they were carrying, the official said on Wednesday. He said no plea had been recorded from the three pending the case's transfer to a high court once a chemist report on the drugs is ready. The two Germans have parents from Afghanistan but were born in Germany, while the Moroccan has lived in Germany for 15 years, the official said. Authorities in the Southeast Asian country went on "red alert" late last year following a surge in arrests and drug seizures, tightening passenger and luggage screening.

Labour Party legislator Tom Watson, who helped lift the lid on tabloid phone hacking, released a letter from police confirming they were investigating alleged email hacking by the Times. The 226-year-old Times has acknowledged that a former reporter tried to intercept emails in 2009 to unmask an anonymous policeman who blogged as NightJack. Editor James Harding told Britain's media ethics inquiry last month that the reporter had acted on his own and had been reprimanded. The paper later published the blogger's name, but Harding insisted it had been obtained by legal means. In the wake of the new development, Harding will be summoned back to give further testimony to the judge-led ethics inquiry.

Five British citizens are in court in the United Kingdom shortly for having allegedly set up a pyramid selling fraud which resulted in 70 residents of Calvià on Mallorca being defrauded out of 12 million €. They are alleged to have captured 150 investors in several countries, promising enormous profits on the stock market from a company called Gilher Inc. The accused are charged with massive fraud, money laundering in Panama and the Seychelles, although they are all claiming innocence. The Serious Fraud Office says the operation started in 2001 and has named the main accused as 60 year old John Hirst, from Brighouse, and Richard John Pollet from Poole, both of whom had luxury villas in Calvià with an active social life. They were members of Mallorca Cricket Club and the Rotary Club, and they offered interest of up to 18%. It was 1.5% return per month, making 18% per annum, and a 2% bonus was paid if invested for a year. Police say that they managed to capture as many as 70 British residents of Mallorca, mostly retired people who often handed over their life savings and sums of between 11,000 and 223,000 €. Similar numbers of victims were seen in France and the United States, who paid over some 12 million € in total under the promise of large profits. Problems started at the end of 2009 when the first complaints about fraud were seen. Hirst and Pollet have both denied the charges when they appeared at Bradford Crown Court in a plea and case-management hearing. Hirst pleaded not guilty to money laundering linked to a 33,000 pound transfer from the Bank of Cyprus to Gilher Inc, and a 428,000 pound investment in Last Second Tickets Limited. His wife Linda, pleaded not guilty to various money laundering charges including one related to the purchase of a 552,000 pound house with her daughter Zoe in Send, Surrey in 2008. All five defendants were granted bail until the pre-trial hearing which is expected on April 20, and Judge Durham Hall has confirmed the trial date has been set for June 18. It’s expected to last eight weeks.

As 2012 began—and less than two months after winning control over the Spanish parliament—the right-leaning Partido Popular passed a controversial new anti-Internet-piracy law that will impose strict penalties on website owners who fail to remove copyrighted material from their sites. Sound familiar? The law, named after the former culture minister, Ángeles González‑Sinde [above], gives the Spanish government nearly the same broad-ranging authority found in the equally controversial Stop Online Piracy Act (SOPA) now wending its way through the U.S. Congress. Owners of the material can now complain to a government commission that can issue an order to block a website's service. The Spanish law was initially brought up for consideration and rejected in 2010. Evidence obtained by the Spanish paper El País suggests that the United States has been pushing hard for a reevaluation of the measure ever since, using trade agreements as leverage to prod the Spanish government to resurrect it. It's no surprise that the United States has shown such interest. Piracy is epidemic in Spain. Thirty percent of the population uses file-sharing sites, often to download Hollywood movies. But there are good reasons to think that the Sinde law will only encourage more of this behavior. Because the law goes after only the content provider and leaves intact an individual's right to a digital copy, it may actually encourage Spanish citizens to use peer-to-peer file sharing, says Rosa María Garcia Sanz, a professor in the department of communication law at the Complutense University of Madrid. In fact, there is little evidence to suggest that the enforcement strategies called for by the new law actually work to stop illegal downloading. France passed a law in 2009, known as Hadopi, or the "three strikes" law. It gives the government the authority to interrupt service for individuals who are caught downloading illegal content after they've received two warnings. Plenty of people took the legislation more as a challenge than a threat; many immediately began avoiding detection, thereby sidestepping the regulation, with the aid of virtual private network servers. The Sinde law will be just as tough to enforce, according to Professor Sanz: "Even blocking domain name system [DNS] sites," she says, "would just encourage users to use alternative and unregulated DNS servers. In other words, there is a real problem of applying the law because it [is] so easy to circumvent the technical barriers used to block users from reaching the websites." The same will likely be true in the United States, where SOPA has been held up in the House Judiciary Committee since last year, and a far-flung group of individuals and organizations have targeted companies that have come out in support of the antipiracy measure. Even the Obama administration has suddenly taken an under-the radar position against SOPA. Developers are already providing tools to circumvent the legislation. The Firefox add-on DeSopa was written as a proof of concept, but if the law is implemented, the add-on would allow users to resolve blocked domains by obtaining an IP address through foreign DNS servers. But these kinds of solutions, which would certainly become popular if SOPA is enacted, carry serious security concerns. They would most likely increase the incidence of DNS hijacking, whereby an attacker redirects queries to a faulty, and potentially malicious, IP address. Security analysts at Sandia National Laboratories, in Albuquerque, raised these concerns in response to both the Senate and House versions of the bill, calling the DNS filtering mandate a fruitless " 'whack-a‑mole' approach that would only encourage users and offending websites to resort to low-cost work-arounds." It's unclear how seriously members of Congress are taking this advice. Indeed, the Obama administration's opposition may make SOPA moot. As U.S. lawmakers pause to catch their breaths after the first rounds of this battle, they might consider taking an even bigger step back to watch how the Spanish effort plays out—to see whether legislation actually brings about the hoped-for result.

How clothes retailer Peacocks ran up £750m debts

The retailer Peacocks is the biggest company in Wales to have collapsed in recent years. There are not many firms with a headquarters in Wales with a turnover of more than £700m. A number of reasons have been cited for the failure, including the role of the Royal Bank of Scotland (RBS) during talks to restructure its debts. But the reality is that Peacocks was brought down by the deal that allowed a management buyout in 2006. The context is important here, in 2005 Peacocks was a plc and expanding strongly. A few years earlier it had bought the Yorkshire-based retailer Bonmarche, which had 350 outlets. There were already 418 Peacocks stores at the time. But the chief executive Richard Kirk felt it was not being taken seriously enough by investors in London and he led a management buy-out so the firm could expand at a faster rate. In order to do it, the company borrowed £460m. Heavily criticised The last official company accounts we have date from 2010, and they show that by then the company's overall borrowings had risen to £596m. The administrators KPMG now say the overall debt stands at £750m. That debt is around the same as the overall sales of the group. It means that every pound being taken at the tills is ultimately owed to someone else. The debts became too much for Peacocks which went into administration last week after talks on restructuring part of the debt collapsed. Despite being heavily criticised by some local MPs and many of the staff, RBS insists it was not alone in refusing to invest any more. The reason Peacocks' debt rose so much was because of part of its borrowings called Payment in Kind or Pik notes. These have high interest rates, in this case 17% charged on a compound basis, but the interest is deferred and rolled over for repayment later on. When the times are good, they allow companies to grow quickly by putting off repayment. But eventually they have to be dealt with. At the time of the management buyout in 2006, Peacocks owed £150m pounds in Pik notes. In 2010, that debt had risen to £300m. 'Mountain of debt' Before the company went into administration, those Pik notes were said to be worth close to £400m. In a business selling relatively cheap clothing where there are tight profit margins, the banks could not see a way where Peacocks could get close to paying off this debt. In defence of Peacocks' directors, the management buy-out which saddled the company with so much debt was a deal done at the height of the buy-out boom when many similar deals were being signed off. The model works if the company is sold off after a few years at a higher price but in this case the credit crunch and the recession made that difficult. Sadly, it shows that in recent years, the success of one of Wales' most high profile and biggest companies was built on a mountain of ever-increasing debt.

Canada has joined Colombia as a leading exporter of synthetic or designer drugs, flooding the global market on an almost unprecedented scale, police say. The RCMP have seized tonnes of illicit synthetic drugs that include Ecstasy and methamphetamine being shipped abroad after being “cooked” in make-shift labs in apartments, homes and businesses in the GTA. Police are now seizing more chemicals and synthetic drugs, which they say is favoured by young people, at Canadian border checks rather than the traditional cocaine, heroin or hashish that officers call drugs of “a last generation.” Most of the Ecstasy (methylenedioxymethamphetamine), meth or ketamine, a hallucinogenic used in “drug cocktails,” are smuggled from Canada by trucks, air cargo, human couriers or courier services to a network of traffickers. The U.S., Europe, Australia, New Zealand and Japan are the world-wide targets of these highly organised criminal syndicates, the Mounties said. Two Japanese students were arrested at Vancouver International Airport in 2009 after 47,000 Ecstasy pills with the “Chanel” logo were seized from their luggage. And, in November that year 400,000 tablets and 45 kgs of pot were seized in Michigan as it was being transferred from a small Canadian aircraft to a vehicle. The RCMP is working to stamp out the problem and have created a Chemical Diversion Unit (CDU) to target “rogue chemical brokers” who import and sell chemicals to organized crime cells to “bake” synthetic drugs for export. The force also created a Synthetic Drug Operations (SDO) whose members target clandestine drug labs in the GTA that are operated by crime cells and traffickers. “We execute search warrants once we locate a clandestine lab,” said SDO Sgt. Doug Culver. “These labs are dangerous with toxic chemicals and our members are specially trained to handle them.” His officers use hazardous material suits to enter a suspicious lab to ensure it is safe from corrosive chemicals before uniformed officers can enter. Police said an Ecstasy tablet, that usually features a harmless-looking logo, is sold for up to $15 each at Toronto nightclubs and the potency can last for about 10 hours. The tablets used to sell on the street for about $40 each two years ago. Supt. Rick Penney, who is in charge of an RCMP-GTA Drug Squad, said tonnes of chemicals and synthetic drugs are being seized by his officers. “We are talking tonnes and not kilograms,” Penney said. “This is becoming a matter of routine for us and it concerns me.” Penney said Canadian-made Ecstasy and meth are popular in Australia, New Zealand, Japan, the U.S. and some European countries. “Canada is a player on the global market,” he said. “We see a lot of synthetic chemicals passing through the Canadian border or going out of province.” He said some of the chemicals are purchased by criminals on the Internet from suppliers in China or India. “The majority of the drugs we seize in Ontario are for export,” Penney said. “This is a global problem and Canada is a big player.” The drug officers said Canada exports as much Ecstasy and chemical drugs as Colombia ships out cocaine. Police said synthetic drugs are the choice of young people because it is cheap, with a pill being made for 50-cents and sold for up to $15; lasts a long time; can be easily hidden and a tablet appears relatively harmless with a “cute” imprinted logo. Sgt. Brent Hill, of the Chemical Diversion Unit, said rogue brokers use fake names, companies or addresses to import the chemicals into Canada. Some use the name of legitimate companies and give fake delivery addresses, he said. He said the imported chemicals are resold by rogue brokers at exorbitant profits to organized crime groups originating from China, Vietnam and India, including criminal bike gangs in Canada. The chemicals are “cooked” into synthetic drugs. The CDU monitors more than 100 chemicals entering the country. Some are for legitimate industrial uses ranging from industrial cleaners to pharmaceutical products. Others are strictly for “baking” drugs. Hill shows a make-shift laboratory that was seized in a 2007 Scarborough bust in which three people were arrested. Officers seized two million units of Ecstasy and bags of chemicals at a residence on Pipers Green Ave., in the Brimley Rd. and Finch Ave. E. area. Jian Yao Quan, 24, and Yan Shi, 46, both of Scarborough, and Wan Shun Ling, 55, of Brooklyn, New York, were convicted of drug-related offences and will be sentenced on Feb. 14. A warrant has been issued for Wei Quan Ma, 43, of Toronto, who’s believed to have fled to China. During that raid, police found a 22-litre round-bottom heating mantle filled with chemicals being baked as vapors flowed through a hose taped at the top of the container to a large can filled with cat litter, that helps to absorb toxic gases to avoid leaving smells behind, police said. Hill said the mixture leaves a cloud of corrosive chemical hanging over the area that is harmful to people and is the reason why officers wear haz-mat suits to enter drug houses. “These labs pose a serious threat to the safety of the public and emergency first responders such as police, fire and ambulance workers,” Hill said. “Most chemicals in a clandestine drug lab are highly toxic, corrosive, explosive or flammable “ He said some unsafe labs can cause a fire or explosion that can lead to environmental pollution. Police said its common to find an Ecstasy pill containing a combination of controlled substances including methamphetamine or other controlled or non-regulated psychoactive substances. Some doses can be lethal and kill users. Officers point to the deaths of five B.C. young people since last August from Ecstasy laced PMMA, the same lethal chemical linked to deaths in the Calgary area. There have been about 18 Ecstasy-related deaths in B.C. in two years. “Some of these drugs are dangerous cocktails,” Hill said. “Crime groups are putting more addictive chemicals in some of the mixtures to get kids coming back for more. “These brokers are aggressively targeting the legitimate chemical industry. They continue to expand in a highly-lucrative market selling legal chemicals, regulated precursors and non-regulated psychoactive substances.” Officers said some unscrupulous brokers establish fake front companies, or claim to be legitimate companies to import chemicals into Canada. They fill out paperwork required by the Canada Border Services Agency but usually provide false information, police said. “The acquisition of chemicals is the choke point,” Hill said. “We are fully engaged with the legitimate Canadian chemical industry and monitor suspicious chemical transactions.” He said its a crime under Bill C-475 to possess, produce, sell or import “anything” if the person involved knows it will be used to produce methamphetamine or Ecstasy. “Crime groups with links to south-east Asia continue to dominate chemical-brokering operations,” the Mounties said. “There are criminal enterprises including individual operators and semi-legitimate companies that are brokering or procuring chemicals for synthetic drug production.” Police said some chemical shipments imported into Canada for industrial use are stolen by crime gangs to produce drugs. “Global demand for Ecstasy remains high,” Hill said. “Ecstasy continues to be the most sought-after and widely available controlled synthetic drug in the Canadian illicit market.”

There is an old proverb which says: "As a dog returns to its vomit, so a fool repeats his folly." Tammy Kingdon's folly was to return to Troy Mercanti on more than a dozen occasions during their tumultuous 16-year relationship. The final result was that she became, at least as far as the underworld is concerned, a dog - the derogatory term reserved for anyone who gives information to police. It was the prolonged brutality of Mr Mercanti's alleged attack on January 6 which turned the unerringly loyal Ms Kingdon against him. Her lawyers told the Perth District Court last year, after Ms Kingdon was convicted of stealing, that she was a victim of regular physical abuse and had once had her teeth knocked out and an eye socket broken. But she stayed with him anyway. This time it was different. She wasn't beaten because of a drunken quip or because of an argument. Police sources say Mr Mercanti believed Ms Kingdon had been cheating on him with another man. She was allegedly beaten mercilessly and degraded. Mr Mercanti went to Queensland to meet fellow Finks bikies after the incident, while Ms Kingdon stewed about it. Last Friday, she took the two boys she bore to Mr Mercanti and disappeared into police protection. When Mr Mercanti discovered Ms Kingdon and the children were missing, he went on a massive bender which ended when he was arrested on Sunday morning while trying to smash through the sliding glass door of a Duncraig home. He is in custody at Sir Charles Gairdner Hospital, under armed guard, and requires dialysis after his kidneys shut down. In the long-term, he needs a kidney transplant. But the next move is Ms Kingdon's. She has given police a statement in which she alleges Mr Mercanti bashed her three times in five years, including the attack on January 6. Will she continue with the claim or will she return to him as she has so many times before? The ramifications of her decision are dire. Bikies don't appreciate those who testify against them. And they rarely forgive and forget. Making matters worse for Ms Kingdon is that she has no visible means of support. Her assets consist of two properties - in Jurien Bay and Balga. Both are heavily mortgaged and the Balga property is the headquarters of the Finks. It's difficult to see them paying the rent while she is having their WA leader prosecuted. Just why Ms Kingdon continually returned to an allegedly abusive partner is something that a psychiatrist examined last year as part of the sentencing process after she was convicted of stealing. Dr Sam Febbo's report has been kept private, but the details of Ms Kingdon's life were revealed by her lawyer Stephen Shirrefs in court. Born on July 16, 1976, Tammy Cherie Kingdon grew up in Denmark, but her parents Norman and Faye separated when she was five. Ms Kingdon went to live with her father on a farm about 20km out of town and the District Court was told she was beaten and tormented by her stepmother. She had panic attacks at school because she feared going home. Ms Kingdon finished her schooling to Year 10 in Denmark before completing Year 11 at Albany. She then left to live on the Abrolhos Islands, near Geraldton, where she had a two-year relationship with a crayfisherman. When the relationship ended, Ms Kingdon, aged 18, moved to Perth and worked at the Wanneroo Tavern before moving to Kalgoorlie. There she met Mr Mercanti, then a nominee of the Coffin Cheaters bikie gang. They have been on-and-off ever since she was 19 and now have two children, aged 11 and 10. For a time, Ms Kingdon worked as a stripper, but these days she rarely works. Though she had said during last year's court case that she was leaving him and moving down south to be with family, she did not leave and has since travelled to the Gold Coast and Adelaide to be with Mr Mercanti. For years he has alleged that the police and the SFO placed the judge in his case under improper pressure, made false allegations of corruption against him and his advisers and seized documents necessary for his defence. The 70-year old has pleaded not guilty to the 13 charges, which include theft of £33.1million and £2.5million from the company between 1987 and 1990. Under Nadir’s leadership the firm’s market value ballooned from £300,000 to £1.7billion, and an investment of £1,000 from the late 1970s would have been worth £1million at its peak. On Monday, the Texas financier heads to court in Houston to battle charges that he operated a $7 billion Ponzi scheme from Stanford International Bank Ltd, his offshore bank on the Caribbean island of Antigua. By all accounts, his was a life of luxury, filled with private jets, yachts, mansions and the sport of cricket. Deemed a flight risk in June 2009 by a federal judge, the 6-foot billionaire has been in jail, sporting prison-issue green and orange jumpsuits and shackles instead of the dark, tailor-made suits he once ordered in bulk. Stanford, a native Texan who was knighted by the government of Antigua in 2006, is accused of misleading investors about certificates of deposit (CDs) issued by his offshore bank, in one of the biggest white collar fraud cases since Bernard Madoff. The CDs were touted as safe, with funds "generally invested in investment grade bonds, securities and foreign currency deposit," according to literature distributed by Stanford's brokerage firm. Instead, prosecutors allege, Stanford invested CD proceeds in illiquid pet-project investments that included Caribbean real estate, a Cowboys and Indians magazine and a pawn shop operator. He also loaned more than $2 billion to himself. The alleged Ponzi scheme started to unravel in late 2008 as the financial crisis deepened and more and more investors asked for redemptions, a situation that left Stanford scrambling for cash. Prosecutors will likely rely heavily on the testimony of the firm's former Chief Financial Officer James Davis, who pleaded guilty in August 2009 and has been cooperating with the government. The two men were college roommates at Baylor University in Waco, Texas. In past interviews, Stanford has blamed Davis, a theme that is likely to be repeated by the defense at trial. But now, in addition to losing his fortune, Stanford has only the support of his parents and family and not the harem of loyalists seen earlier. Coastguards fear big waves forecast for the next 36 hours could push the ship off its perch, sending it to the bottom of the sea.

The ship's movements are being carefully monitored - and had halted divers' attempts to find the 21 passengers still unaccounted for.

The search has now resumed after being suspended at midnight when laser technology detected the ship was moving, putting search teams at risk.

Authorities said earlier it was too dangerous for divers to enter the vessel and that the search would only resume when it was deemed safe.

The threat of the ship sinking has also raised further concerns of an environmental disaster with the 2,400 tonnes of fuel in the ship expected to pollute the Mediterranean maritime reserve.

As teams try and use heavy-duty cables to secure the Concordia to rocks on Giglio island, a remote-controlled surveillance camera robot has been sent into the ship to continue efforts to find any trace of life.

The movement comes after the stricken ship initially slid by around 5ft (1.5m) deeper into the sea on Wednesday.

Debt-ridden David Baker turned to the criminal fraternity to borrow £5,000 in cash, despite holding down a £30,000-a-year job with Barclays. But, when he was unable to repay the loan given to him by a “well-known” Wearside gangster, his Audi A5 was torched on the driveway of his Seaham home and he later received death threats. Just 24 hours later – on Christmas Eve last year – arsonists set his front door alight as his partner and young daughter sat upstairs. Fearing for his life, he armed himself with two foot-long machetes and stashed them in the footwell of his partner’s car as they drove to meet an acquaintance who might be able to end his problem. And, after discovering his home had been targeted, he flew into a rage at passing motorist Lee Atkinson and brandished the blades, screaming: “Do you want some you little ****.” David Wilkinson, prosecuting, said: “Mr Atkinson was driving along the Coast Road when the defendant and his partner Vicky Barnes were driving behind his vehicle. They overtook the vehicle and pulled in front. Mr Atkinson saw that the defendant was holding a knife that had a blade of about a foot in length and a width of about two inches. “He shouted: ‘Do you want some of this you little ****?’. “He had acted out of the misapprehension that Mr Atkinson was linked to the incident at his home. “Officers recovered two machetes, which were 15ins in length. In an interview, he said he was in debt to a gangster he was not going to name. “He heard from third parties that the person concerned was going to make his life a misery and he then bought the two machetes for his own protection.” Baker had applied for a loan at his work after deciding that he wanted to buy a second car for him and his family. But, after building up debt during his youth, his credit history was shot and they rejected his request. In September last year, he opted to take a four-month break from work to spend more time with his family. At the same time, he claimed he was making £10,000 a month working as a professional gambler on internet gaming sites. His friend had told him that he could get him a loan and he was eventually given a £5,000 pay-out. However, after he failed to make the repayments he said that he began receiving threats and his house and car were both set on fire. Following the attack on his home, his partner received a phone call from the Sunderland gangster and she told police he was calling to follow up his threats. Baker, 23, from Seaham, appeared at Durham Crown Court yesterday after he pleaded guilty to possession of an offensive weapon and using threatening and abusive behaviour. But Judge Michael Cartlidge adjourned the case after questioning Baker’s legal team, led by Lewis Kerr, and saying he wanted Baker to prove that he had applied for a loan. The judge said: “He must have though at some point that this was all sounding a bit rubbish.”

They're believed to be the crew members of two Chinese cargo ships that were hijacked last week by Thai drug gangs—the boats were recaptured in a firefight with Thai police and 950,000 methamphetamine pills were discovered on board. It's unclear whether the meth was loaded onto the boats by the Thai gangs, or whether it was already being shipped from China. Thai military officials blame a drug trafficking ring led by 40-year-old kingpin Nor Kham—who operates out of northeast Burma and is a wanted man in both Burma and Thailand—for the attacks. Authorities speculate that the Chinese ships neglected to hand over protection money and paid the price. The Chinese government has reacted defensively, suspending cargo and passenger trips along the Mekong river. "The Hells Angels are a well-known, outlaw motorcycle gang, as are the Vagos, and people are scared of them," Deputy District Attorney Karl Hall said. Police Sgt. The stop came about two hours prior to police executing two search warrants at the same alleged drug house on Lockport Road as part of a ongoing street crime investigation, police said Sunday. Police seized nearly $10,000 worth of cocaine and hash, along with coke-cutting agent, drug paraphernalia, ammunition, a bullet-proof vest and gang attire, Const. Jason Michalyshen said. The seizure of the armoured vest is significant, as it may prove to become the first test of provincial legislation that came into force Jan. 1 outlawing their use by the general public without a permit. Anyone unauthorized to have body armour and is caught with it faces a fine of up to $10,000, three months in jail or both. Michalyshen said he was unaware of any other pending arrests in the case. Fischer was out on bail at the time and was supposed to be living elsewhere, said police. Nykorak was out on statutory release from prison and is facing parole revocation, Michalyshen said. Police didn’t identify the gang involved, but said it was an outlaw motorcycle group. A police source said both have ties to the Rock Machine gang. Fugitive Darko Savic – one of the world’s most wanted drug smugglers – is living under a different alias here, right under the noses of the authorities. And local crime bosses are helping him avoid detection by using their network of corrupt cop contacts. The revelation comes after the Daily Voice last week revealed how Serbian hitman Dobrosav Gavric lived in the Mother City for three years under the protection of slain crime boss Cyril Beeka. Beeka’s murder lifted the lid on the shadowy links between international crime syndicates and local mobsters. Today in an exclusive interview with the Daily Voice, a veteran former gangster turned whistle-blower confirms long-suspected links between SA crime gangs and Serbian drug lords. And he provides a chilling insight into a series of high-profile murders – including Beeka’s killing in March last year. In an interview with the Daily Voice from his hideaway in George, Eastern Cape, the whistle-blower who identifies himself only as “Uncle Sam”, says Gavric is not the only wanted Serbian using this country to escape justice. “Serbian drug lord Darko Savic is hiding in Gauteng and protected by [local] underworld bosses,” he says. Uncle Sam, 65, also gave a detailed insider’s account of Beeka’s execution: “If the assassination had failed to eliminate Beeka, then someone else very near to him would have carried out the murder on that very same day.” He was also able to provide exact details about the cold-blooded murder of Yuri “The Russian” Ulianitski who was gunned down outside a restaurant in May 2007. “A half-hour before Yuri left the restaurant, a prominent businessman linked to the mob called the hitmen and told them that Yuri will be approaching the intersection of Otto du Plessis Drive and Loxton Road just before 10.30pm,” Uncle Sam says. Ulianitski was indirectly linked with Jerome Booysen, the alleged leader of the Sexy Boys who was last week named in court as a suspect in Beeka’s murder. “The Russian” had dealings with Beeka, but they too later had a fall-out – both were killed in similar shootings. Uncle Sam is himself currently on the run after he fell foul of his mob bosses who were indirectly linked to the Beeka killing and the Serbian fugitives hiding out here. He also counts convicted drug trafficker Glenn Agliotti as a contact. During our interview, he gave our reporter a phone number which he said was that of Agliotti. When we rang the number, a male voice confirmed he was Agliotti before asking to be handed back to Uncle Sam. The whistle-blower admits he ran a car fraud scheme that turned sour when the syndicate chiefs failed to pay his R790 000 fee for buying 30 luxury cars in his name. But he has kept a detailed diary of his criminal activities and those of his former mob colleagues. And he has threatened to use the 116-page hand-written diary to put them behind bars if they come after him. “I’ve got nothing to lose,” he says. “I need to warn the public that the mafia is running the country with the help of cops and top politicians and that they have ruthless killers who will take out anyone who threatens them.”

The attacks show the increasing ferocity of Mexico’s drug gangs, and also suggest support for what the Mexican government has said in the past: that 2010 may have been the worst year for the upward spiral in violence. 0 Comments Weigh InCorrections? inShare In the first two years of the drug war, reporting government agencies such as the air force, navy and Attorney General’s Office reported no chopper attacks. But in 2008, four helicopters were hit by gunfire, wounding at least one officer aboard. In 2009, bullets struck six government helicopters in the rotors, side doors or motor compartments. All the craft were apparently able to land safely. 2010 was the worst year for helicopter attacks, with 14 hit and one crew member wounded. Some craft had as many as seven bullet holes in them when they landed, with rounds going through windshields, fuselages, rotors and even landing gear. In 2011, only three helicopters were hit by gunfire, but the number is almost certainly higher. The federal police refused to release data on attacks on its craft, but publicly acknowledged that on May 24, suspected cartel gunmen opened fire on a federal police chopper, hitting two officers and forcing the craft to land, though officials insisted it had not been shot down. Federal police said the pilot in that incident landed “to avoid any accident.” The Russian-made Mi-17 touched down about 3.5 miles (6 kilometers) from the shooting scene in the western state of Michoacan. Two officers aboard suffered non-life-threatening wounds. Mexico has long used helicopters in anti-drug operations. While security forces have updated their helicopter fleet in recent years, they has also retired some older craft, so the total number of choppers would not account for the variation in attacks. The newspaper Milenio originally requested the attack reports through a freedom of information request, and the reports were independently accessed by The Associated Press. Mexican drug gangs have long strung steel cables around opium and marijuana plantations to try to bring down police and military helicopters. In 2003, in what prosecutors said was the first fatal attack of its kind by drug traffickers in Mexico, gunmen guarding an opium-poppy plantation shot down two police helicopters, killing all five agents aboard. But those attacks were infrequent compared to what’s occurred since 2008. Overall Drug-related killings rose 11 percent in the first nine months of 2011, when 12,903 people were killed, compared to 11,583 in the same period of 2010, the office said. But the Attorney General’s Office found one small consolation: “It’s the first year (since 2006) that the homicide rate increase has been lower compared to the previous years.” Drug-related killings jumped by 70 percent for the same nine-month period of 2010 compared to January to September 2009, when 6,815 deaths were recorded. The carnage continued Monday, when seven gunmen were killed in a pre-dawn shootout with police on a highway in the city of Cuernavaca, south of Mexico City. A federal police officer was recovering from a gunshot wound to the foot following the confrontation. The prosecutors office in the central Mexican state of Morelos says the gunmen belonged to an organized crime gang, but did not say which one. “Organized crime” in Mexico generally refers to drug cartels, and remnants of the Beltran Leyva cartel have been fighting for control of Cuernavaca. Prosecutors said the gunmen were traveling in three stolen vehicles when police confronted them early Monday.

Thousands of children are being "needlessly dumped in prison" because of Britain's failing youth justice system, a think-tank has warned. The Centre for Social Justice (CSJ) said courts and prisons were being used to "parent children" and were expected to sweep up problem youngsters inadequately dealt with by other departments, such as social services. In a new report, the group called for a radical overhaul in the way the Government deals with young offenders. It said there needed to be a drastic cut in the 5,000 children a year currently given custodial sentences, arguing the imprisonment of youths between the age of 10 and 17 should be limited to the "critical few" guilty of the most serious or violent crimes. The CSJ said too many children are being taken before the youth courts for trivial reasons. It also criticised the widespread use of short sentences for young offenders, arguing they undermine justice and disrupt attempts to educate and rehabilitate them. Gavin Poole, executive director of the CSJ, said: "Many young people fall into the system unnecessarily and do not receive the help they need to free themselves from it. Custody is sometimes neither a protective nor a productive place for children, and community orders can be equally ineffective. Moreover, despite years of good intentions, many young people leaving custody are still not being provided with the basic support they need for rehabilitation." Among a series of recommendations, the CSJ said there should be no sentences shorter than six months and an emphasis should be placed on non-custodial punishments where underlying behavioural problems can be tackled more effectively. The group also said measures to prevent lawbreaking by young people should be the primary responsibility of child welfare services rather than the youth justice system. It added local services needed to work together to ensure that young people and their families receive the help they need early.

The gang was disrupted after an 18-month undercover operation – the biggest in Durham Police history – culminated in raids last year. Brett, 25, was jailed along with five others from Darlington, Teesside and Merseyside. Detective Chief Superintendent Jane Spraggon said afterwards: “This operation proves no one is untouchable.” Brett’s right-hand man, Mark Dee, 25, was jailed for seven years, while fellow Darlington organiser David Pierce, 41, was jailed for five years. Teesside Crown Court heard that they fixed up deals in Liverpool and arranged for couriers to travel across the Pennines and bring back drugs. In Ronald Bennett’s house in Liverpool, police found an industrial blender, cocaine and a 20-tonne hydraulic press. Market trader Bennett, 57, was the “packager” who Judge Tony Briggs said was crucial to the success of the gang. He was jailed for eight years. Lance Kennedy, 24, from Birkenhead, and Craig Costello, 29, from Middlesbrough, were each jailed for 15 months for money laundering. The pair were caught with nearly £20,000 after police watched Brett hand over a holdall at a McDonald’s car park in Darlington. Brett, a one-time fitness instructor who had never worked during the surveillance and had no bank accounts in the UK, made regular trips abroad. He was pictured in a newspaper flanked by two glamour girls at the opening of a Dubai nightclub and stayed at £800-a-night hotels in Thailand. Murder accused Thomas Haigh, 26, told Truro Crown Court the pair worked for Irish republicans who "ran Liverpool". Mr Haigh and Mr Stone deny murder. The trial continues. 'Self-interest took over' Mr Stone, 28, who admits burying the bodies on his Sunny Corner farm at Trenance Downs, told police he had arrived back at the farm on 16 June to find the bodies of the two men lying on the ground, the jury heard. Jurors also heard that both defendants blamed the other for killing the two men, to whom the alleged killers both owed money, in Stone's case £40,000. The dead men were buried with their van on the farm near St Austell Mr Haigh - who went to hide in Barnsley, South Yorkshire, after the killings - told police that Mr Griffiths had beaten him up over a girl he had taken back to the farm. He said he had run off and that the men had still been alive when he did. Prosecuting, Paul Dunkels QC told the jury on the second day of the trial that both men's claims were lies. He said: "When arrested by the police, the alliance between these two men broke down and self-interest took over. "The murders were the result of the joint efforts of these two defendants." The burned bodies of Mr Griffiths, a father-of-three originally from Plymouth, Devon, but living in Bracknell, Berkshire; and Mr Flournoy, a father-of-two from Bebington, in Wirral, Merseyside, were found dumped in the back of a van buried on the farm in July 2011. George Osborne put a fundamental question yesterday about the currency of an independent Scotland. Alex Salmond wants Scotland to join the European Union in its own right and that means joining the euro – and leaving the pound. Yet he has also talked in the past about remaining in a currency union of some sort with the rump UK. There is then, at the very least, a question mark over the First Minister's intentions, which is why the Chancellor tried to put him on the spot about his plans. Here's another question that I gather the Treasury is studying with great interest, which is part and parcel of the currency issue: what would the credit rating for an independent Scotland be? The reckoning down here is that Scotland would have to apply for a rating from the various agencies, which in turn would beg some interesting questions about its credibility as a sovereign. It will be new so it won't have a record to lean on. And as the FT details today, the independence negotiations would have to resolve a number of difficult money issues specifically Scotland's share of UK debt and whether it has to take over responsibility for HMG's £129bn contingent liabilities for RBS. Scotland would be relatively small and still wealthy, but its credit rating will be in part a factor of its political credibility: the agencies might conclude that the SNP's social democrat statist model is not a reliable long term bet, and mark the new sovereign down accordingly. Now that Mr Salmond has conceded a date for a referendum, we can expect more questions like this from the Treasury about the difficult detail that must be hammered out.

Sheffield Hallam University undergraduate Richard O'Dwyer, 23, allegedly earned thousands of pounds through advertising on the TVShack website before it was closed down by the US authorities. He faces jail if convicted of the allegations, which were brought following a crackdown by the US Immigration and Customs Enforcement agency. His lawyer Ben Cooper has argued that the site did not store copyright material itself and merely pointed users to other sites, in the same way that Google and Yahoo operate. Mr Cooper also claimed his client would be the first British citizen to be extradited for such an offence and would effectively become a "guinea pig" for copyright law in the US. His mother Julia O'Dwyer, from Chesterfield, has described the action as "beyond belief" and the UK's extradition treaty with the US as "rotten". But District Judge Quentin Purdy ruled today at Westminster Magistrates' Court that the extradition could go ahead. Mr Cooper indicated he would appeal against the ruling. O'Dwyer, who wore a grey shirt and blue jeans, showed no emotion as the ruling was made. His mother Julia criticised Britain's extradition treaty with the US. She said after the hearing: "If they want to prosecute something they will. "There's no safeguards here for British citizens." Rios' two passengers said Velasquez pulled a chrome gun from his waistband and fired nine rounds. According to court records, Velasquez shot Rios twice in the head and once in the back. Rios survived, but Velasquez had a prior conviction for voluntary manslaughter. A teenager at the time in 2005, Velasquez was sentenced to 12 years for the crime, and he was on parole at the time of the December shooting. Velasquez, who has a tattoo on the right side of his neck and said he dropped out of school after sixth grade, waved hello to his family with shackled hands before the hearing. After entering his not guilty plea, he was taken back into custody, where he will remain pending a March trial before Chief Judge Philip P. Simon. Jamyia Rashad Brothers, 24, and his lawyers pleaded for a sentence of 35 years in prison, but U.S. District Judge Raymond A. Jackson, calling the killings "one of the most heinous crimes a man can commit in American society," gave him life. Brothers and another Blood went to the home of Ronnie Trollinger on Gillis Road one night in December 2007 with the intention of robbing him. Upon entering, Brothers almost immediately began shooting. Trollinger, 51, was shot in the chest and died. His brother, John Trollinger, 49, was shot in the chest and head and died. A third man was shot in the abdomen and survived. Brothers read a rambling letter to the court stating that the crimes have led him to find Christ. He apologized to the Trollinger family, the court and to Jesus. He said he wished he "could have listened to the voice of my dear grandmother." Brothers was raised by his grandparents but was expelled from high school and had numerous arrests before this case. John Trollinger's widow testified that she continues to suffer physically and emotionally. "I live with fear, loneliness and emptiness," she said. The high school sweethearts were married for 31 years and had two children and two grandchildren. Assistant U.S. Attorney William Muhr said Brothers fired his gun for no good reason. "It was just cold-blooded murder," he said. "They did nothing to him." He said the Bloods gang terrorized Cradock and other neighborhoods in Portsmouth, Suffolk and Chesapeake. "They are a scourge on society," he said. In calling for a life prison term, Muhr cited Brothers' arrest record, which includes convictions for assault, drug dealing near a school, escape, firearm possession and drunken driving. Portsmouth Commonwealth's Attorney Earle C. Mobley, who sat through the sentencing, said the case never could have been prosecuted without the joint federal-state effort. The initial case in state court fell apart because of witness problems. James Theuer, one of Brothers' attorneys, argued for a 35-year prison term, telling the judge his client "is a different man today." The first evidence that millions of tons of a greenhouse gas 20 times more potent than carbon dioxide is being released into the atmosphere from beneath the Arctic seabed has been discovered by scientists. The Independent has been passed details of preliminary findings suggesting that massive deposits of sub-sea methane are bubbling to the surface as the Arctic region becomes warmer and its ice retreats. Underground stores of methane are important because scientists believe their sudden release has in the past been responsible for rapid increases in global temperatures, dramatic changes to the climate, and even the mass extinction of species. Scientists aboard a research ship that has sailed the entire length of Russia's northern coast have discovered intense concentrations of methane – sometimes at up to 100 times background levels – over several areas covering thousands of square miles of the Siberian continental shelf. In the past few days, the researchers have seen areas of sea foaming with gas bubbling up through "methane chimneys" rising from the sea floor. They believe that the sub-sea layer of permafrost, which has acted like a "lid" to prevent the gas from escaping, has melted away to allow methane to rise from underground deposits formed before the last ice age. They have warned that this is likely to be linked with the rapid warming that the region has experienced in recent years. Methane is about 20 times more powerful as a greenhouse gas than carbon dioxide and many scientists fear that its release could accelerate global warming in a giant positive feedback where more atmospheric methane causes higher temperatures, leading to further permafrost melting and the release of yet more methane. The amount of methane stored beneath the Arctic is calculated to be greater than the total amount of carbon locked up in global coal reserves so there is intense interest in the stability of these deposits as the region warms at a faster rate than other places on earth. Orjan Gustafsson of Stockholm University in Sweden, one of the leaders of the expedition, described the scale of the methane emissions in an email exchange sent from the Russian research ship Jacob Smirnitskyi. "We had a hectic finishing of the sampling programme yesterday and this past night," said Dr Gustafsson. "An extensive area of intense methane release was found. At earlier sites we had found elevated levels of dissolved methane. Yesterday, for the first time, we documented a field where the release was so intense that the methane did not have time to dissolve into the seawater but was rising as methane bubbles to the sea surface. These 'methane chimneys' were documented on echo sounder and with seismic [instruments]." At some locations, methane concentrations reached 100 times background levels. These anomalies have been seen in the East Siberian Sea and the Laptev Sea, covering several tens of thousands of square kilometres, amounting to millions of tons of methane, said Dr Gustafsson. "This may be of the same magnitude as presently estimated from the global ocean," he said. "Nobody knows how many more such areas exist on the extensive East Siberian continental shelves. "The conventional thought has been that the permafrost 'lid' on the sub-sea sediments on the Siberian shelf should cap and hold the massive reservoirs of shallow methane deposits in place. The growing evidence for release of methane in this inaccessible region may suggest that the permafrost lid is starting to get perforated and thus leak methane... The permafrost now has small holes. We have found elevated levels of methane above the water surface and even more in the water just below. It is obvious that the source is the seabed." The preliminary findings of the International Siberian Shelf Study 2008, being prepared for publication by the American Geophysical Union, are being overseen by Igor Semiletov of the Far-Eastern branch of the Russian Academy of Sciences. Since 1994, he has led about 10 expeditions in the Laptev Sea but during the 1990s he did not detect any elevated levels of methane. However, since 2003 he reported a rising number of methane "hotspots", which have now been confirmed using more sensitive instruments on board the Jacob Smirnitskyi. Dr Semiletov has suggested several possible reasons why methane is now being released from the Arctic, including the rising volume of relatively warmer water being discharged from Siberia's rivers due to the melting of the permafrost on the land. The Arctic region as a whole has seen a 4C rise in average temperatures over recent decades and a dramatic decline in the area of the Arctic Ocean covered by summer sea ice. Many scientists fear that the loss of sea ice could accelerate the warming trend because open ocean soaks up more heat from the sun than the reflective surface of an ice-covered sea.

Authorities collared 38 Bronx and upper Manhattan gangbangers Wednesday after a two-year probe into a notorious crew, officials said.

The alleged members of the Dominican-based Trinitarios gang all face charges of racketeering, narcotics conspiracy and gun trafficking, authorities said.

The undercover investigation — which involved officers from the NYPD, the federal Drug Enforcement Administration, the Bureau of Alcohol, Tobacco and Firearms and Homeland Security — netted about $25,000 worth of drugs and 12 firearms in Wednesday’s raid, police said.

One weapon recovered, a Mac-11 machine gun, was painted the same shade of green the gang uses in its colors.

Federal prosecutors said the crew committed and planned violent acts, including murder, to protect its turf from rival gangs that include the Bloods, Crips, the Latin Kings and Dominicans Don’t Play.

“We believe we put a big dent in the Trinitarios gang,” said Capt. Lorenzo Johnson, the commanding officer of the NYPD’s Bronx gang squad.

Six people who were connected to the gang members were also arrested, police said. Authorities were still looking for about 12 other members of the gang.

Prosecutors said the Trinitarios sold firearms, including semiautomatic rifles, a shotgun and handguns, and transported them across state lines.

Numerous members of the Trinitarios who were arrested are also members of a smaller splinter gang, the Bad Boys, prosecutors said.

Johnson said most of suspects were already “known to the department in some manner,” and had long terrorized several blocks in Washington Heights and parts of the Bronx, including Marble Hill.

“Anytime we can help the community feel safer is a good day,” he said.

Glenn Mulcaire, the private eye at the centre of the News of the World phone hacking scandal, has been arrested by Scotland Yard detectives pursuing a fresh investigation into phone intercepts, according to a person familiar with the inquiry. Officers working on Operation Weeting – the Metropolitan Police’s second probe into phone hacking at News International, which owned the now-defunct Sunday tabloid – announced on Wednesday that they had arrested a 41-year-old man who was being held on suspicion of conspiracy to hack voicemail messages and perverting the course of justice. Mr Mulcaire is the 16th person to be arrested under the new operation, and has already served a six-month prison sentence in 2007 after pleading guilty to intercepting phone messages. He was arrested at his home in Surrey in a dawn swoop and held in a south London police station. Detectives on Operation Weeting have used the private investigator’s notebooks – which contain the names of nearly 5,800 potential victims and run to around 11,000 pages – as the basis for their investigation, trawling through the documents to identify those who may have been hacked. Sosebee put the knife to Moye's throat and demanded he hand over his Iron Order motorcycle vest. Moye refused and repeatedly asked to be allowed to leave. Sosebee then stabbed him in the abdomen. Three of the four new Hells puppet clubs in Quebec have quietly announced their presence on the Internet. The Black Mask Facebook page says it has a base in Scott, east of Quebec City. Undercover Montreal police officers gathered information on the clubs by infiltrating a biker meeting at a Montreal bar in November, sources tell QMI Agency. Sixty aspiring bikers were met by three members of the Nomads, the select Hells chapter once run by Maurice (Mom) Boucher and now based in Ontario. Police gathered evidence, but didn't make any arrests. Montreal police and Quebec provincial police declined to comment for this story. Ferraris and a Lamborghini – plus a Toyota Prius – were among the vehicles involved in the crash, which witnesses said happened when a speeding car slid across a wet road surface.

Television footage showed mangled Ferraris – many of them racing red – and debris spread over some 400 metres of the eastbound side of the Chugoku Expressway, the main trunk road in southern Honshu.

A pack of about 20 supercars was travelling in convoy on Sunday morning on a stretch of wet highway when the leading Ferrari slid into a guardrail, police said.

Those behind slammed on their brakes, but for many of them it was apparently too late.

"I've never seen such a thing," highway patrol lieutenant Eiichiro Kamitani told AFP by telephone. "Ferraris rarely travel in such large numbers."

Kamitani said 10 people – five men and five women – sustained slight injuries, in the accident. "It is highly possible that they were driving in couples."

"Many of them were probably on their way to Hiroshima," some 130 kilometres (80 miles) to the east, for a gathering of supercars there, said Kamitani.

"Speeding was possible but we have yet to determine the exact cause," he added.

The Prius and a second Toyota also caught up in the 14-car smash were not thought to be part of the supercar pack. The three other vehicles involved in the accident were all Mercedes-Benz.

An unidentified male eyewitness told the TBS network: "A group of cars was doing 140-160 kilometres (85-100 miles) per hour. One of them spun and they all ended up in this great mess."

The speed limit on that section of the highway was 80 kilometres per hour (50mph).

"The front car crashed into the left embankment and bounced off toward me," another man told public broadcaster NHK.

The highway was closed for more than six hours while authorities removed the wrecked cars.

A 36-year-old self-employed man, who did not want to be named, described a scene of chaos as he was driving in the opposite lane at the time of the accident.

"Cars were making a tremendous noise," the man, from Kanzaki, Saga Prefecture, told Japanese media.

One of the Ferraris was reported to be a F430 Scuderia, a model with a top speed of 320 kilometres per hour.

Kamitani said the lead Ferrari was being driven by a 60-year-old self-employed man from Chikushino, near Fukuoka, on the southern island of Kyushu.

Japanese media said the total cost of the pile-up could run to 300 million yen ($3.8 million), with new Ferraris retailing at more than 20 million yen each and Lamborghinis costing anything up to 30 million yen.

Supercars are not necessarily owned by the super-rich in Japan. Many owners are young people who save up their earnings to satisfy their dream, according to media.

No one has been yet been charged over the accident.

US agents laundered drug money

Anti-narcotics agents working for the US government have laundered or smuggled millions of dollars in drug proceeds to see how the system works and use the information against Mexican drug cartels, The New York Times reported Sunday. Citing unnamed current and former federal law enforcement officials, the newspaper said the agents, primarily with the Drug Enforcement Administration, have handled shipments of hundreds of thousands of dollars in illegal cash across borders. Some 45,000 people have been killed in Mexico since 2006, when its government launched a major military crackdown against the powerful drug cartels that have terrorized border communities as they battled over lucrative smuggling routes. According to these officials, the operations were aimed at identifying how criminal organizations move their money, where they keep their assets and, most important, who their leaders are, the report said. The agents had deposited the proceeds in accounts designated by traffickers, or in shell accounts set up by agents, the paper noted. While the DEA conducted such operations in other countries, it began doing so in Mexico only in the past few years, The Times said. As it launders drug money, the agency often allows cartels to continue their operations over months or even years before making seizures or arrests, the report said. According to The Times, agency officials declined to publicly discuss details of their work, citing concerns about compromising their investigations. But Michael Vigil, a former senior official who is currently working for a private contracting company called Mission Essential Personnel, is quoted by the paper as saying: "We tried to make sure there was always close supervision of these operations so that we were accomplishing our objectives, and agents weren?t laundering money for the sake of laundering money."

He is suspected of operating a £300million empire built on smuggling cocaine, heroin and cannabis in deals with criminal cartels in Latin America, the Middle East and Spain. And all from his jail cell.

But 48-year-old Warren faces the biggest challenge yet to his evil enterprise as police launch a double assault in the courts on his fortune.

Authorities in Jersey are set to haul him before a judge next month to face a £200million Confiscation Order after he was convicted of drug smuggling on the Channel Island in 2009.

And in a second attack the Serious Organised Crime Agency, in a rare move, is asking judges to impose a Serious Crime Prevention Order in the High Court in London to stop him in his tracks when he is released in 2015. Yesterday Warren’s legal team won an adjournment in the High Court to delay a hearing scheduled for this week so they can prepare the crime lord’s defence.

With typical arrogance he told his lawyers to fight the bid on the grounds it breaches his “human rights”.

The SCP order, signed by Alun Milford, the Chief Crown Prosecutor and director of the Serious Organised Crime Division, seeks to restrict Warren’s use of communication devices and public phones.

It demands that he never has more than £1,000 in cash, to “make it harder for him to buy drugs or reward criminal associates”. And a financial reporting requirement will “deter him from acquisitive crime and give law enforcement authorities the opportunity to investigate any wealth he comes into”.

A source said: “Curtis is almost untouchable. A mobile is vital to him. It’s all he needs to operate. There are thousands of mobiles smuggled into the prison system and he has the means to get one.”

Warren is the only convicted criminal ever to appear on The Sunday Times rich list, which in 2005 described him as a “property developer” with an estimated fortune of £76million. But according to underworld sources his real wealth is four times that.

He appointed himself chairman and chief operating officer of a global operation to flood Britain with cocaine and heroin.

His criminal associates say Warren’s business philosophy was simple and effective – drugs are a product to buy and sell like oil and gold. He is a meticulous planner whose organisation resembles the layers of executives and managers you find in a City institution, said a police source who has followed Warren’s career.

Before the euro was introduced, he was said to be putting £1million a week in money-laundering scams after trusted couriers changed cash into German marks and Dutch guilders and moved it abroad.

Paul Grimes, a gangster turned supergrass after his son died from a heroin overdose, said: “Warren wanted to be the cock everyone looks up to. He loves the status.”

Even behind bars it is feared Warren still handles deals and keeps phone numbers in his head as he links supplies to smugglers.

Detectives believe he has villas in Spain, Turkey and Gambia, owned through an intricate web of associates who also operate a Spanish casino, Turkish petrol stations and 250 rental properties in the North West of England.

Warren says the claims are “ridiculous”, alleging that he only has a flat in Liverpool’s Albert Dock and a house on the Wirral.

Softly-spoken Warren started his criminal career at the bottom when he was just nine and living at home with his dad, sailor Curtis Aloysius, and mum Sylvia, a shipyard boiler attendant. He was recruited by a gang to climb through small windows and burgle homes. By 11 he was carrying out muggings and armed robberies in the tough estates of Toxteth, Liverpool.

At 18, he was sent to borstal for assaulting police. In an adult jail eh honed his talent for crime.

Warren started selling drugs on the street and rubbing shoulders with Liverpool’s biggest villains, who underwrote huge cocaine consignments with Columbia’s Cali mobsters worth millions.

GRAFTING

He does not drink or take drugs, allowing his photographic memory to be razor-sharp at all times – especially in jail. On the outside, he has always shunned flash cars and big houses and wears tracksuits instead of Armani suits so as not to attract attention.

“Cocky takes no unnecessary risks,” said an ex-associate.

Paul Grimes added: “Unlike me and my crew, he wasn’t out till all hours in the pubs and clubs. He wasn’t flash. If he was grafting it was all VW Golfs and Passats or a low-key Rover.” Streetwise Warren gave contacts nicknames, including The Vampire, The Egg On Legs and Cracker to throw eavesdropping police off the scent.

His methods developed a business worth hundreds of millions as the drug trade exploded in the 1980s. He became a trusted client of Colombian cocaine cartels, Turkish heroin producers and Spanish cannabis suppliers.

It enabled him to get huge quantities of drugs on credit.

As he left court on a technicality during a 1993 trial for smuggling cocaine worth £250million, he is said to have told Customs officers he was “off to spend my £87million from the first shipment and you can’t f****** touch me”. Grimes, who will be under witness protection for the rest of his life, said: “Warren is a parasite.”

As Merseyside turf wars worsened in the mid-1990s, Warren moved to Sassenheim in Holland.

When Dutch police intercepted 400kg of cocaine, the game was up – for the time being.

At other addresses controlled by Warren, officers discovered a £150million haul containing 1,500kg of cannabis, 60kg of heroin, 50kg of ecstasy, 960 CS gas canisters, three guns, ammunition and £400,000 in Dutch guilders. The bust put Warren behind bars for 12 years in 1997.

In 2005, Dutch police charged him with running a drug smuggling cartel from his cell but the case was dropped because of insufficient evidence.

On his release, Warren returned to his manor in Merseyside to take up his mantle as the King of Coke.

But within weeks he was busted plotting what he described as “just a little starter” to get himself re-established as the No1 drugs baron in Europe.

PROPERTIES

He was jailed again in 2009 for 13 years for trying to smuggle £1million of cannabis into Jersey – for which he is still behind bars at Full Sutton Prison near York.

Following his sentence at Jersey’s Royal Court, SOCA said Warren was on its Lifetime Offender Management List.

However, Warren could now have his vast fortune seized. After he was jailed, Jersey authorities said they were determined to force Warren to hand over his assets and are seeking a Confiscation Order for more than £200million.

Warren is determined to take his fight against the Confiscation Order – which could see police seize his properties purchased with proceeds of crime – all the way to the European courts.

His solicitor said his client will “fight it all the way”.

Last week, in a similar case that will strike fear into the London underworld, kingpin Terry Adams, 57, was jailed for eight weeks, for breaching a Financial Reporting Order, after authorities demanded details on his spending.

Officers are determined that this week’s application in the High Court will finally nail Warren’s sinister organisation.

It is understood that this is the first SCPO to be applied for through the High Court.

Breaching any SCPO can lead to five years in jail and an unlimited fine. But in true Cocky fashion, Warren laughs off the order as “a mere irritant” in his bid to remain the drug trade’s Numero Uno.

WARREN once killed a fellow prisoner in a fight.

Cemal Guclu, a Turk serving 20 years for murder, attacked him at Hoorn Prison, Holland, in 1999.

Warren punched Guclu to the ground and kicked him in the head four times. Incredibly, Guclu got up but Warren struck him again. He hit his head on the ground and later died.

Warren was convicted of manslaughter and had four years added to his sentence.

Venezuela arrests Colombian drug kingpin

The arrest of Maximiliano Bonilla-Orozco at his home in Venezuela's third largest city of Valencia on Sunday was announced, perhaps not coincidentally, during a visit by Colombian President Juan Manuel Santos. After a five-hour meeting at the presidential palace, Santos thanked Venezuelan counterpart Hugo Chavez for the "welcome gift" of capturing "a very high-value" drug trafficker "who has caused terrible damage to our country." Venezuelan Interior Minister Tarek El Aissami said Bonilla-Orozco, 39, would be extradited to the United States, where he was charged with drug trafficking in a 2008 indictment in a New York court. The United States accuses Bonilla-Orozco of trafficking several tons of cocaine from Colombia to the United States, and transporting more than $25 million in drug-related proceeds from the United States to Mexico. "Maximiliano Bonilla-Orozco is the leader of an extensive transnational narcotics exportation and transportation organisation that distributes thousands of kilograms of cocaine from Colombia, through Guatemala, Honduras, and Mexico, to the United States," a US State Department profile says.

Police say a man shot at Robina on Queensland's Gold Coast had links to an outlaw motorcycle gang. A man fired several shots outside a house at Robina about 10:00pm (AEST) on Saturday night, injuring a 25-year-old man. The man was shot in the shoulder and is in the Gold Coast Hospital. Police say his injuries are not life-threatening. Detective Superintendent Dave Hutchinson says police are still searching for the assailant. He says some of the bullets struck cars and houses. "[The offender] was targeting a particular person, and that person received some injuries from the those gun pellets," he said. "The information we have from witnesses is that there were a number of shots fired. "The victim has an association with an outlaw motorcycle group but he's not a member himself. "At this stage, we're not able to say if it's bikie-related or if it's a personal issue." Police have already interviewed a number of witnesses but no-one has been arrested over the shooting. Detective Superintendent Hutchinson says the injured man, who is an associate of the Bandidos motorcycle gang, is cooperating with police but cannot remember much about the incident.

Baroness Helena Kennedy believes sex-trafficking victims are being let down by Scots law

The report demands a crackdown on the organised crime gangs behind the vile trade and lifts the lid on how the victims of trafficking and exploitation have been let down.

Leading human rights lawyer Baroness Helena Kennedy, who wrote the report for the Equality and Human Rights Commission, is critical of the Scottish government, the police and other law enforcement agencies.

The report looks into all aspects of human trafficking but focuses explicitly on "commercial sexual exploitation".

A source close to the inquiry said last night: "This is Scotland's dirty little secret."

The report criticises the shortfall in public or professional awareness in Scotland of human trafficking and says police have a "significant" intelligence gap on the problem.

It reveals those who are trafficked are being exploited by organised criminals, often held captive in private flats used as brothels and systematically abused.

Other victims are forced into criminal acts such as benefits fraud or cannabis cultivation, exploited on fruit-picking farms or in the hospitality industry or forced into conditions akin to slavery as domestic servants.

The report's 10 recommendations include the establishment of a task force to take on the gangs behind the misery.

And it also calls for laws to be beefed up to punish the criminals heavily when they are caught.

The source said: "The Scottish government and police have not taken the proper steps to combat human trafficking. The problem exists all over Scotland and is not confined to the sex industry.

"People are being shipped in from all over the world to be used as cheap labour and serious gangsters are behind it.

"We've had prostitutes coming from as far away as Brazil, Nigeria and Bolivia to work in Scottish cities and police don't do anything.

"The recommendations made in the report need to be followed up urgently."

The inquiry's findings and mmendations are based recommendations on written evidence and face-to-face interviews and include statements from victims of trafficking.

Glasgow-born Baroness Kennedy described the nature and extent of human trafficking in Scotland as "a human rights abuse of terrible consequences".

She said: "Human trafficking is one of those pressing contemporary issues which speaks to the societies nature of our societies. It tests the value we attach to the humanity of others.

"That is why it is so important to develop effective strategies to combat trafficking. It speaks to who we are as a people. Confronting it involves collaboration."

She added: "I am hoping Scotland will pioneer a zerotolerance approach, leading the way with new strategies, legislation, and the kinds of multi-agency cooperation that enables the punishment of the traffickers and the identification and recovery of the victims."

Last month, in the first case of its kind in Scotland, Stephen Craig, 34, from Clydebank, was jailed for three years and four months for controlling prostitutes.

His co-accused, Sarah Beukan, 22, from Leith in Edinburgh, was jailed for 18 months.

They were the first people to be convicted in Scotland under new laws covering trafficking within the UK.

The pair admitted moving 14 people to addresses in Glasgow, Edinburgh, Belfast, Cardiff and Newcastle to work as prostitutes.

Equality and Human Rights Scotland Commissioner Kaliani Lyle said: "Trafficking is one of the most severe human rights abuses in the modern world.

"It operates below the radar and is kept there through fear and deception. Our challenge is to rid Scotland of this modern slavery."

Ann Fehilly, of the Glasgow Community and Safety Services TARA Project, said: "If we are able to ensure that protections are in place, then more prosecutions will follow, ensuring that Scotland sends a message to those who traffic and exploit vulnerable women that such abuses will not be tolerated."

Justice secretary Kenny MacAskill said: "The Scottish government welcome this inquiry and the extensive work Baroness Kennedy has undertaken to expose the unacceptable and atrocious practices which allow human trafficking to persist."

He added: "Trafficking is a particularly horrific and brutal violation of human rights. It has no place in modern Scotland and the consequences it brings for victims and communities are incredibly damaging."

Case Study: Evil deeds exposed in Record

THE Daily Record has shone a light on Scotland's seedy underbelly, with senior reporter Annie Brown interviewing victims and those working to beat trafficking.

Last month, Annie met former vice girl Susan, 36, who worked out of flats run by Scotland's only convicted sex traffickers Stephen Craig and Sarah Beukan.

The mum-of-three told how one woman worked for Craig when she was six months pregnant and another was traumatised after having sex with 12 men in a row.

And sadistic Craig threatened to pour boiling water down one woman's throat if she moved on.

Annie also met Ann Hamilton, who established the Trafficking Awareness Raising Alliance (TARA) in 2005 to help identify and support women in Glasgow who had been sex trafficked.

Ann said: "We saw there were a lot of foreign women in prostitution in Glasgow and the Met Police in London were warning us about trafficking.

"We had never heard the term but very soon we realised we had an issue and we had to establish a service for the women and I think it has worked very well."

Chatting peacefully on the floor of a Nevada casino, a senior Hells Angels leader and a 27-year veteran of the rival Vagos motorcycle gang thought they had negotiated a truce between competing members who'd been itching for a fight at a weekend long biker festival. "Everything is going to be all right," the Vagos member recalls his rival telling him. "He said, 'I'm getting too old for this.' And I said, 'I'm getting too old for this too.'" An hour later, a brawl erupted and a shootout ensued, killing one of the highest-ranking Hells Angels in the country and wounding two Vagos members. More violence has followed the melee at the hotel-casino in Sparks on Sept. 23, but the longtime Vagos member told a grand jury in Reno earlier this month that the deadly gun battle was not part of some assassination plot or formal declaration of war. Rather, he testified under the condition of confidentiality that it was the result of the unauthorized behavior of a drunken, fellow Vagos — a loud-mouthed, loose cannon nicknamed "Jabbers" who provoked the fight that led to the fatal shooting. "Jabbers has a big mouth. He's always had a big mouth," said the witness, who described himself as being in the "higher echelon'" of Vagos leadership "before this event." Jabbers, whose real name is Gary Stuart Rudnick, was the vice president of the Vagos Los Angeles chapter but since has been kicked out of the club, according to the confidential witness. He's one of three men indicted on murder charges in the killing of Jeffrey "Jethro'" Pettigrew, the late president of the Hells Angels San Jose chapter. Rudnick had refused to back down even after national Vagos officers were summoned and talks with Hells Angels' leaders had calmed the volatile situation shortly after 10 p.m., the grand jury witness said. "This was diffused by national," he said. "The national (leaders) went down there and talked to them. Everything was worked out, there was no problems." But about an hour later, Rudnick again was taunting Pettigrew, who the witness said "in the Hells Angels world is one of the most important guys in the United States." Finally, he said Pettigrew had enough and punched Rudnick in the face, touching off a series of fights that led to the gunfire. "All hell broke loose," the witness testified. "Just bam, bam, bam, bam, bam, bam, bam, bam, bam, bam, bam." Another Vagos, Ernesto Gonzalez, is accused of shooting Pettigrew four times in the back and is being held without bail on an open murder charge. Rudnick and Cesar Villagrana, a Hells Angel member accused of shooting two Vagos that night, face second-degree murder charges for their role in the fracas. "There were so many shots, shots going off through this whole melee," the witness said. "I'm surprised a citizen didn't get shot because anyone could have walked around the corner or walked out of the bathroom and got shot." The 278-page transcript entered into the court record earlier this week offers a look at the mayhem in the jam-packed Nugget hotel-casino shortly before midnight on Sept. 23 — much of it captured on the casino's 448 security cameras. Investigators later retrieved dozens of shell casings and bullets — one lodged in a slot machine, others in bar stools, a card table and a metal poker chip holder.

Inquest told how householder stabbed intruder as he waved knife

Barry Day said he remembered grabbing a kitchen knife as the door to his house, in Beckside Road, Lidget Green, Bradford, was being kicked in, sticking the knife through a hole in the door and waving it. Shazad Habib-Ur Rehman, 32, suffered a stab wound to the chest and died in Bradford Royal Infirmary five days after the incident, in October last year. Mr Day, giving evidence yesterday at the inquest into Mr Rehman’s death, said he was not aware he had stabbed someone and did not intend to harm anyone. He said he was in fear. Detective Chief Inspector Simon Atkinson, of West Yorkshire Police’s Homicide and Major Enquiry Team, told the Bradford hearing consideration was given to prosecuting Mr Day, 62, for murder and a file was submitted to the Crown Prosecution Service, but the CPS decided there was insufficient evidence. He was prosecuted for cultivating cannabis, after 75 plants and a hydroponic cannabis factory were found upstairs at his house, and given a suspended prison sentence. The dead man’s three accomplices, who have all served prison sentences for attempted burglary in connection with the incident, told the inquest they had decided to burgle the house after hearing about the cannabis factory. Gareth Dobson, 23, of Windhill, said he kicked in the bottom panel of the door. He said Mr Rehman said to Mr Day: “We don’t want no trouble, we just want the weed. That’s when Mr Day lashed out and stabbed him with a knife.” The friends drove Mr Rehman to hospital. Mohammed Waqas Khan told the inquest: “We just wanted to take what there was and go. There was no intention to go in there to endanger anyone’s life.”

VICTIMS of Libyan-sponsored IRA terrorism in the UK have called for Colonel Muammar Gaddafi’s former spy chief to be tried in the International Criminal Court for his part in republican atrocities. Libya’s interim government reported on Sunday that Abdullah al-Senoussi had been captured. The interim government is keen to try him in Libya but international concerns have been raised about the possibility that he may not receive a fair trial. Representatives from the International Criminal Court are visiting Libya in order to make representations. Former intelligence minister Senoussi was seen as the right-hand man of dictator Gaddafi, who was killed shortly after his capture by rebel forces last month. IRA victims campaigners Willie Frazer and London-based Jonathan Ganesh believe Senoussi was the key link between the Libyan regime and the Provisional IRA in Northern Ireland. Libya sent numerous shipments of arms and Semtex to the IRA throughout the Troubles, several of which were intercepted. In a joint statement, they said: “Colonel Abdullah al-Senoussi has been involved in the murder of countless people within Libya and has also been involved in the murder of Irish and UK citizens due to his unprecedented work with the IRA and other international terrorist organisations. “We are now drafting a detailed petition to the International Criminal Court to ensure that Colonel Senoussi will be held accountable for all his crimes against humanity. “Senoussi must be held accountable due to his involvement in the murder of all the innocent people who lost their lives due to the Semtex he supplied to the IRA.” Senoussi was one of the last senior figures from the Gaddafi regime still on the run. Gaddafi’s son, Saif al-Islam, was seized on Saturday and both he and Senoussi are wanted for alleged war crimes by the International Criminal Court (ICC). Senoussi, a brother-in-law of Col Gaddafi, is said to have been arrested at his sister’s home in the southern town of Sabha on Sunday. He has been accused of human rights abuses, including his implication in the 1996 massacre of more than 1,000 inmates at the Abu Salim prison in Tripoli. Mr Frazer and Mr Ganesh added: “We are now calling on the international community to ensure that he must stand trial for his international crimes against humanity within the ICC. “Due to his involvement with IRA terrorism he became a defendant within our civil legal action within the USA judiciary during April 2006 as we desperately tried to bring him to justice. “This is an evil man who we will not allow to escape international justice. He must be immediately handed to the ICC for all his international crimes against humanity.”

The seven Kelowna men accused of beating Dain Phillips to death last June have had their trial moved to Vancouver.

All seven, including Hells Angels members Robert Thomas and Norm Cocks, appeared in courtroom 67 at the Vancouver Law Courts Monday for a first appearance on a second-degree murder charge.

Thomas and Cocks remain in custody, while the others – Cocks dad Robert, brothers Daniel and Matthew McRae, Thomas Vaughan and Anson Schell – are out on bail.

Crown spokesman Neil MacKenzie said the decision to move the case to the Lower Mainland was made “given the number of the accused, the number of counsel involved and the demands the case would place on court resources in Kelowna.”

“The Crown perspective is that the matter should proceed in Vancouver. As a result, the Crown filed the Direct Indictment with the Supreme Court in Vancouver,” he said.

There is a ban on publication on evidence and submissions in the case.

The trial won’t get underway until at least January 2013.

The Vancouver Sun earlier reported that Phillips, a married father of three, tried to intervene peacefully in a dispute two of his sons were having with a pair of brothers with whom they had attended Rutland secondary. When Phillips drove to a meeting place on McCurdy Road in the early evening of June 12, he was attacked by a group of men who had arrived in two separate vehicles. He died later in hospital. Insp. Pat Fogarty, of the Combined Forces Special Enforcement Unit, said after the arrests that Phillips was trying to resolve the problem when he was savagely attacked. The elder Cocks is president of a Hells Angels puppet club called the Throttle Lockers, while the four youngest accused were described by police as gang associates. The case is believed to be the first in the 28-year-history of the Hells Angels in B.C. where a club member has been charged with murder.

Latin Kings charged in Texas slaying

Fifteen members of the Almighty Latin Kings have been indicted for alleged roles in 19 murders, including slayings of juveniles and a pregnant woman. One of the murders was in Big Spring, Texas, according to the indictment, made public Friday. The murders were done to control gang territory and further their illegal activities, according to the U.S. Justice Department. The indictment also alleges that two Chicago police officers robbed people for the gang, sometimes while in uniform, the Sun-Times reported. Several Latin King members already had been convicted in connection with a 2008 drive-by shooting in Big Spring where six people were shot with an AK-47. The victims included a woman who was 26 weeks pregnant at the time. She and another victim died of their wounds, the department reported.

The mother of one teenager from Leeds, who attempted suicide after a gang rape, said her daughter was the victim of a 'broken system.'

'Everyone failed her,' she told The Times. 'There was no sharing of information.

'They (police) had the names and knew where they (abusers) worked yet the men who did this have never once been arrested or spoken to by the police.'

West Yorkshire Police vowed to look again at the case to see if 'there is evidence that can help bring evil men to book'.

Other caregivers have also suggested that political sensitivities are to blame for a near paralysis of the systems designed to keep children safe.

JOSIE'S STORY

Like most little girls, Josie lived for horses. She had an exemplary school record with 100 per cent attendance rate.

But at 13, the teen from Keighley, West Yorkshire, was given a laptop and quickly became addicted to Facebook.

Her father was then warned his daughter was spending a lot of time with older Asian men.

One even told the father he would 'slit his throat' when he answered the phone to him.

From there it got worse. Josie started disappearing overnight and began drinking.

Yet, when her father locked his daughter in her room to protect her, it was he who got into trouble with the police for false imprisonment.

He told The Times he has since collected every scrap of evidence to prove his daughter is being sexually exploited by gangs.

'The police kept saying that they're waiting until Josie realises it's wrong,' he said.

'Is that really the best they can do?

CHARLOTTE'S STORY

When the father of 14-year-old Charlotte looked at his daughter's Facebook profile, he discovered 'loads of male, Asian friends.'

Concerned, he started to restrict his daughter's activities. The teen from Keighley, West Yorkshire, then went to live with her mother.

He tracked down all the names and addresses of her friends he believed were involved and passed them on to police.

Meanwhile her school was reporting Charlotte had begun arriving looking 'dirty and extremely thin'.

She was going missing for days at a time, according to agency notes.

By October last year she 'admitted she has slept with different Asian males.'

The police told Charlotte's father they hoped to take action against the men.

That was 17 months ago and he is still waiting.

'There's no will to deal with this issue in Keighley' he said.

'What chance have these kids got if that's the attitude of the police?'

There is a culture 'which assumes that once a girl gets to 14 she's beyond hope of intervention - it's too late,' a source told The Times.

Police and care agencies often say that they cannot take action against suspects without the victim's co-operation.

However, a 2008 protocol established by the force and West Yorkshire's five local authorities states: 'Adults involved in child sexual exploitation... should be treated as child sex abusers and subjected to the full rigour of the criminal law.'

NICOLA'S STORY

Nicola is the only case in six who was groomed by a gang of white men.

The abuse began when she was 12 after a visit to Leeds from her family home in Bradford.

Nicola had thought they were 'really nice people' but by 13 she was doing drugs - 'everything but heroin'.

She was raped twice. The first time she was 'drugged up to the eyeballs' and remembers being dragged into a bedroom and gang raped.

Afterwards her mother took Nicola to the police station, only to be told that 'we don't deal with that here'.

In desperation Nicola's mother took her daughter to New Zealand and away from the gang.

She let her return four months later.

Nicola did return to her old haunts but discovered it wasn't really what she wanted.

'I used to think it was so exciting,' she told The Times. 'But after New Zealand, it was like seeing them with another pair of eyes.'

She hasn't been back since.

Children's minister, Tim Loughton, suggested two weeks ago that the plan will call on councils to act with a 'much greater urgency' to identify victims of sexual exploitation while taking 'robust action against those who commit these appalling crimes.'

As well as the gang rape case of the girl in Leeds, five new cases have been highlighted by The Times' investigation.

No one has been prosecuted for sex exploitation in any of them. Only one of the girls in the six cases had been in care.

One was groomed by white students, but in all the other cases, the perpetrators were Asian, mostly of Pakistani origin.

This pattern of abuse at the hands of male Asian gangs in the West Yorkshire area has been highlighted before, but never formally acknowledged.

In January the Asian ringleaders of a gang in Derby, who brought a ‘reign of terror’ to a city’s streets, targeting and grooming young girls for horrific sexual abuse, were jailed.

Abid Saddique and Mohammed Liaqat were told they would serve a minimum of 11 years and eight years respectively before they could be considered for release.

A DfE spokesman refused to reveal the contents of the National Action Plan but said: 'We are publishing an action plan this week and that will draw on work around the country to prevent sexual exploitation, identify those at risk and support victims.

'It will address the challenge of securing prosecutions and the need for robust action against perpetrators.

There's a circle at work here and it is vicious. Given the choice between a similarly priced holiday with Thomas Cook or, say, Thomson, why would you risk the former? To counteract this, Thomas Cook might have to slash prices. That will eat into margins, cut profits and put banking covenants at risk. It might very quickly find it needs to borrow even more money. The company insists: "This is a robust business that has a strong future". We'll see.

COPS did not know an East European axe murderer was living in the UK until he caused a killer car crash, a court heard yesterday. Intars Pless, 34, hacked through a friend's throat in his native Latvia, then moved to Britain after he got out of jail. But Lincoln Crown Court heard police can only check a foreign national's record if they break the law here. So Pless's horrific crime came to light only after he drove into moped rider Valentina Planciunene, 37, while over twice the limit. Stuart Lody, prosecuting, told the court: "On the night of Valentine's Day he decided it would be a perfectly good idea to drink a very large quantity of whisky. Surprised "He and a friend spent a considerable period of time drinking whisky and driving around. "During the driving he was possibly drinking whisky as well. An empty whisky bottle was found in the boot of the car. "At the time of the collision he was heavily under the influence of alcohol. His ability to drive would have been severely impaired." Pless was convicted of causing death by dangerous driving after the jury heard he left her dead in the road in Wyberton Fen, Lincs. He was told he faces a long jail term. The judge also called for his deportation.

The man who led the fighters that captured Saif al-Islam has said that the late dictator's son tried to escape arrest by pretending to be a camel herder.

"When we caught him, he said, 'My name is Abdul Salem, a camel keeper,'" said commander Ahmed Amur on Sunday. "It was crazy."

His unit, from Zintan's Abu Bakar al-Sadiq brigade, had been patrolling the vast southern desert of Libya for more than a month when it was given a tip-off late last week that Saif al-Islam was close to the town of Obari.

"We knew it was a VIP target, we did not know who," said Amur, who worked as a professor of marine biology in Tripoli before the war.

He said rebel units with pickup trucks mounted with anti-aircraft guns deployed in ambush positions in the desert near Obari, a small town that lies astride roads leading to both Algeria and Niger.

As the informant had predicted, two Jeeps came into view at lunchtime on Friday, surging through the desert near the main highway that leads to Niger.

"When we saw the first car we fired shots ahead of it, not to hit, as a warning. It stopped. Then the second car belonging to Saif came," he said, speaking in English. "We shot warning shots, he (Saif's car) stopped in the sand. Saif and his aide came out of the car."

He said rebel fighters approached on foot, Saif threw himself face down and began rubbing dirt on his face. "He wanted to disguise himself," he said.

Amur raced up to him and ordered him to stand up, finding himself face to face with Saif al -Islam.

But the most notorious son of the late dictator claimed he was not one of the world's most wanted war crimes suspects, but a simple camel herder – Abdul Salem being the equivalent of a British "John Smith".

"His face was covered (with dirt), I knew who he was," said Amur. "Then he said to us, 'Shoot.' When the rebels refused to shoot, and identified themselves, Saif told them: 'OK, shoot me, or take me to Zintan.'

"We don't kill or harm a captured man, we are Islam," said Amur, still clad in the green combat jacket he wore when making the arrest. "We have taken him here to Zintan. After that, our government is responsible."

Zintan was on Sunday hemmed-in by checkpoints set up by its fighters, whose units fought some of the toughest battles of the war, ending in their attack on Tripoli in August.

Omran Eturki, leader of Zintan council, says Saif must face trial in Zintan's own courthouse. "We can try him, it will not take too long, we don't need any new laws," he said, referring to questions over Libya's current legal limbo. "They are Zintanis who captured him so they will have to have him here."

Eturki said it was better to try him in Libya than send him to the international criminal court, which has indicted Saif for war crimes and crimes against humanity.

"The judicial authorities can appoint the judges and the lawyers, but the trial must be here. As long as there is justice, that is it."

He said Saif would get a fair trial. "There is no point to make a revolution for justice, and then you become the same killers. All the people of Zintan want to see him have a proper trial. We don't like to harm him. If we wanted to kill him we could kill him. We captured him so I think we have the right to try him."

A second examination of the body of the Kent man revealed he had been sexually assaulted prior to being beaten about the head and knifed in the stomach.

The first bungled autopsy put his death down to an accident.

As revealed by MailOnline yesterday, his family believe his murder was covered up to protect tourism there, which accounts for 70per cent of GDP.

A team of British detectives is due to arrive on the island to assist investigations, sources indicated at the weekend.

On the night of his death on November 9, Mr Davies had been out drinking in St Denis, the capital of Reunion, with two sailors who were serving on board the Cyprus-registered MV Atlantic Trader.

Mr Davies, 33, was employed on the container ship as a guard against Somali pirates who regularly prey on ships in the Indian ocean.

"Four male police constables suffered stab injuries during the incident and have been taken by the London Ambulance Service to hospital." One was stabbed in the stomach, a second suffered head injuries and stab wound to his arm, the third was stabbed in the leg, and the last sustained stab wounds to a hand and also suffered a broken hand. Witnesses told media the suspect had been shouting at police beforehand and up to 10 officers had tried to calm him down. A 32-year-old man has been arrested on suspicion of attempted murder and is being quizzed at a police station in the area.

THERESA May was fighting for her job last night after damning new documents fuelled the scandal of lax security at our borders.

Leaked emails showed that thousands of private jet passengers were allowed into the UK without going through immigration or customs.

They also revealed the Home Secretary relaxed checks at airports on at least 2,500 occasions this summer.

And the Mirror can reveal passport applications are being secretly subjected to a controversial new “postcode lottery” trial scheme.

The High Risk Applications scheme is based on fraud statistics. Staff were given a list of postcodes to check against every new passport application or renewal. Applicants in areas deemed to be higher risk face several weeks additional delay in getting their passports.

In London, the only areas which get virtually no checks are postcodes that begin with WC and EC – the most central and prosperous areas. Meanwhile applications from women aged 50 and over are often waved through.

A source said: “It’s a classic Tory policy, and it discriminates against those they deem to be living in ‘poor’ areas.

“The whole thing smacks of elitism and snobbery. A lot of people are very unhappy with the process.”

These revelations come on the day ousted Border Agency official Brodie Clark gives evidence to MPs on how he was pushed out by Mrs May.

Labour yesterday released the leaked emails showing UK Border Agency staff were told NOT to check passengers arriving in the UK by private jets – at the instruction of the Home Office.

From March 2, 2011, anyone on a private charter did not have to show their passports and could avoid customs. Figures show there are between 80,000 to 90,000 private flights each year, carrying two to three passengers.

The emails show an unnamed official at Durham Tees Valley Airport warned the UK Border Agency that the policy was putting the UK’s security at risk.

He said that staff “continue to feel uneasy about an instruction that is at odds with national policy and is creating an unnecessary gap in border security which, if exploited by the unscrupulous, could bring the Agency into disrepute”.

He also warned there was no way of checking if the number of people arriving in the country was the same as they had been advised.

His manager at the UK Border Agency’s Border Force said the “no checks policy” was part of a “new national strategy”.

In a further blow to Mrs May, other leaked documents showed how Britain’s borders were abandoned on hundreds of occasions over summer.

The Home Secretary ordered a pilot scheme, which ran from July to October this year, under which Border Agency staff could relax checks on passengers. It meant people arriving from the European Economic Area did not have the biometric chip in their passport checked, while children under 18 could be waved through.

These “level 2 checks” were used on at least 2,600 occasions. The relaxed regime was used to speed up queues at immigration control.

According to an email from a Border Agency Border Force official, the checks were relaxed 100 times in the first week of the trial and more than 260 times in the sixth week.

We revealed last week that officials warned Mrs May the easing of border checks could lead to a rise in child trafficking.

Mrs May admits to bringing in the pilot scheme without informing MPs. But she claims that Mr Clark went further by extending it to include passengers from outside Europe.

Mr Clark, who resigned last week, denies he acted without ministerial authority. His testimony to the Commons select committee could prove very damaging to Mrs May.

Shadow Home Secretary Yvette Cooper said last night: “This is startling new information about the scale of the borders fiasco.

“Ten days on there are even more questions than answers about what on earth was going on at our borders.

“Last week the Home Secretary told us no one had been waived through without checks. But these documents show passengers on private flights weren’t even seen.

"Last week the Home Office wouldn’t admit to having figures about how often checks were downgraded. Now we know those figures exist and that checks were downgraded 260 times in one week alone.

“The Home Secretary needs to show she is capable of sorting this fiasco out rather than making it worse.”

Last night, the Home Office refused to comment on the trial.

The UKBA said: “It is not true that we don’t carry out passport and warnings checks on private flight passengers and will deploy officers to airfields where we have concerns.”

While one former Indo-Canadian border guard got five years for his part in a drug smuggling ring – another is currently on trial for his part in a different operation that brought millions of illicit drugs into Canada. Baljinder Kandola, a former Canadian border guard who was charged with being part of a cocaine-smuggling ring, was at a loss for words during much of his testimony on Tuesday to explain why he risked so much to help a millionaire auto-parts importer for nothing in return. Under cross-examination by Crown counsel James Torrance, Kandola said he agreed to wave his co-accused Shminder Singh Johal and associates in his three automotive companies through the border, helping them avoid inspection, reported the Province newspaper. Kandola — who worked at the Pacific Highway crossing from July 2001 until his arrest on Oct. 25, 2007 — admitted he made unauthorized use of Canadian Border Services Agency databases to come to the conclusion Johal had been subjected to inspections over the years unfairly. “He asked if I was able to wave him through,” Kandola told B.C. Supreme Court Justice Selwyn Romilly, who is hearing the case without a jury. “It would save him time and money, and he wouldn’t be harassed.” Torrance reminded Kandola of his testimony a day earlier, when he said he was risking his job, his pension and his standing in the Sikh community by breaking his oath to protect Canada’s borders. “What was [Johal] offering you in return?” asked the prosecutor. “He didn’t offer me anything,” replied Kandola. “In my mind he was bringing auto parts into Canada.” Torrance asked, “This [waving Johal through] was definitely something you shouldn’t do?” “Yes,” agreed the witness. “Then why would you want to help a successful millionaire businessman?” Kandola replied: “I don’t know, I’ve asked myself the same question.” Torrance turned to Kandola’s illegal use of the databases to come to the conclusion Johal was unfairly harassed. A “lookout” had been placed on Johal’s border crossings after a tip from the RCMP. “Did you not consider [Johal] was previously suspected of smuggling cocaine?” asked Torrance. “No,” said Kandola. “That was all cleared up by your queries [into the databases]?” “I guess so,” replied the defendant. Torrance then meticulously went through Kandola’s phone, text and CBSA database records to show that he called Johal to let him know when he was in position to wave him through the border and when the “lookout” was on or off during the wee hours of Feb. 10, 2007. Asked if he was paid by Johal when they met at a 7-Eleven store the next day, Kandola denied it. Kandola was arrested on Oct. 25, 2007, shortly after he waved through a car driven by Herman Riar that contained 208 kilograms of cocaine. Riar pleaded guilty to drug smuggling and was sentenced last year to 12 years in prison. Kandola and Johal have pleaded not guilty to charges of drug smuggling, illegal firearms, conspiracy and bribing an official. The trial in New Westminster is scheduled to last three more weeks.

Last week Rupert Ross, son of a Kings Road boutique owner, was jailed for 30 years for gunning down a rival drug dealer outside Wandsworth Prison in South London. In the days that followed the killing – with the police on his trail and his best friend already dead in a revenge shooting – 30-year-old Ross befriended investigative journalist Wensley Clarkson and in a series of videotaped interviews talked about the murder, his privileged background and the terrifying world of drugs, guns and gangs.

On the face of it, the young man who strode into a restaurant near my house in Fulham, West London, in early summer 2009 couldn’t have been further from the stereotypical gang member.

Casually dressed in jeans and a faded T-shirt, Rupert Ross had neatly cropped hair, an athletic build and a soft voice that veered between the well modulated tones of the privately educated middle-class boy he once was and the multi-racial street slang of the inner city.

Ross had approached me out of the blue through a contact to discuss being filmed for a TV documentary on street gangs. He earned his living running the drug trade on Fulham’s Clem Attlee council estate.

I was wary at first. But the fact that he was a near neighbour of mine fuelled my curiosity.

A week of promised meetings followed, but Ross never materialised. Through a go-between, I was accused of being an undercover policeman – a tricky situation only remedied when I was given a ‘clean bill of health’ by local criminals I’d written about in the past.

Eventually, I met Ross and the ‘middle man’. Ross insisted on sitting with his back to the wall of the restaurant with a clear view of the front entrance ‘in case anyone I don’t like walks in’.

Fulham had been abuzz with talk of the gangland execution of 20-year-old drug dealer Darcy Austin-Bruce and a retribution killing a few days later.

It was only when Ross began to talk that I gradually realised he could be Austin-Bruce’s killer.

He was calm and eloquent and looked very different from the hard-nosed criminal mugshot that was released after his Old Bailey conviction last week. He seemed thoughtful, likeable and sincere, but veered alarmingly from talking about going straight to describing the gang world with cold, almost detached relish.

‘It’s kill or be killed out here in the real world,’ he told me. ‘Anything I’ve dealt with, I’ve dealt with myself. Death is part of my business. I’m the one selling drugs on that estate. No one else had the right to do so and sometimes people have to die if they get in the way.’

I shifted a bit uncomfortably as Ross spoke about murder and gang ‘law’. Not through any fear for my own safety – I’d already been assured I was nothing more than a harmless ‘civilian’ – rather by the proximity of this ruthless subculture to my own middle-class neighbourhood.

‘Without a gun, I feel naked. I feel vulnerable,’ he told me. ‘There is a bullet out there with my name on it. What will be, will be.’

His mother, I learned, is Diana Lank, the hard-working and popular 55-year-old owner of the quirky Kings Road boutique Ad Hoc, who doted on Rupert and paid for him to go to a series of expensive private schools – including the £30,000-a-year Dulwich College. His grandfather is Herbert Lank, a retired Cambridge don and internationally renowned art restorer. A step aunt is the eminently respectable barrister Susan Rodway QC.

Ross told me he wanted to speak out as a warning to youngsters. But it became clear that he really wanted to unburden himself about the murder of a former drug-dealing friend turned mortal enemy.

He said: ‘The word is that I’ve killed the guy. People are saying I was the shooter. I’ve got people out to kill me. Apparently it is my fault he’s dead. But he had many enemies. He was out of control. He didn’t really care whose feet he trod on.’

People may wonder why I didn’t go to the police after I met Ross, but he had made it clear to me from the start that he was not running away from them and he would face up to what he had done when they charged him.

I don’t believe my interviews with him would have made any impact on their investigation at the time, as a contact told me murder squad detectives were seeking tangible, forensic evidence of his involvement rather than the content of a filmed interview.But I would have been more than happy to help them with their enquiries if they had come to me, as any law-abiding citizen would have been.

As his trial revealed, a few days before our meeting, but unknown to me at the time, Ross had dressed in a smart suit to look like a visiting lawyer and gunned down his rival in front of a crowd of women and children outside Wandsworth Prison.

He was clearly troubled by the incident, depsite the fact that in the months before the shooting, Austin-Bruce had kidnapped, stabbed and tortured Ross and fired shots at his car.

During that first meeting, Ross made it clear that the execution – Austin-Bruce was shot five times – was intended to send out a clear message. ‘I was the main man – the guy in charge,’ Ross boasted.

‘I controlled all the drugs on the estate. Nothing went in or out without my say-so. Sure I was motivated by money and power. I had a twisted sense of right and wrong but I knew that it was an unfair world. Some were born with a silver spoon like me and others had nothing.’

Now he knew the police were on his trail. He believed he’d either be arrested or would die at the hands of a rival gangster. ‘There’s no point in running from the law. They’ll find you in the end,’ he told me.

The Clem Attlee estate is a brutalist Sixties council project, just a stone’s throw from the million-pound houses of the well-heeled Fulham middle classes – including his own childhood home, where his mother still lives.

Friends say that when Ross was ten his father committed suicide, and that this had a ‘profound effect on him’, making him unruly and difficult.

But the Rupert Ross I met steadfastly refused to blame the tragedy on a chain of events that friends and family later claimed left him acting a ‘fantasy’ life as if he was a character from gangster films.

Ross himself told me: ‘Knowing my mum thinks I am a killer is so hard. She brought me up well but I was my own man from a very young age.

‘All the advantages in the world would never have stopped me from going on this path. It’s not her fault I am what I am.’

One relative said: ‘His mother probably knows in her heart of hearts that Rupert’s guilty, but it’s hard for any mother to accept. She has tried her hardest to bring up Rupert responsibly but he was often on his own while she was out working, and inevitably he started to hang out with kids from the Clem Attlee estate.

‘She tried to make sure any man she had a relationship with would be some sort of role model to him, which makes his career in crime all the more surprising. It’s hard to equate the vicious gangster with the polite, gentle character we all know.’

Teachers at Dulwich College told Ross’s mother that her son was highly intelligent but often a truant. Contemporaries remember him as a ‘wannabe gangster’ who was expelled for taking drugs.

Ross himself told me that he hated school. ‘I just didn’t need it. I was ready to be out on the streets working for myself from a very young age.’

Before he had even hit his teens, Ross had started a gang, and was walking the streets of West London with a knife ‘for self protection’. They stole and sold car radios.

‘That was my first taste of crime and I liked it,’ he said. ‘It seemed easy to me. I had found myself a new family on the estate and they were from a much harder world than I was used to but I mixed easily with them. It was as if I had found my place in life.

‘Sure, there was rage in me. I wanted to be someone. I started using violence to get my way and it was kind of infectious. Then I started having guns, and everything just went crazy from there.’

At the age of 17, Ross took over an empty flat on the Clem Attlee estate and set himself up as the area’s main drug supplier, ruthlessly controlling the estate’s burgeoning drug trade. He had already become addicted to cocaine and cannabis and had been convicted of the first of a series of crimes which was to include burglary, theft and drugs possession.

It was a world where mobile phones were changed every week to avoid detection. And guns were also an everyday part of that lifestyle.

‘I always had a piece on me and in that flat I would watch any customers approaching with them in the sights of my gun – just in case they turned out to be the enemy. I even shot at one guy I didn’t know when he came up to my front door. Dunno if I hit him but he never came back. That sent a message out to my enemies.’

Following his murder of Austin-Bruce, Ross had decided not to carry a weapon because he was under constant police surveillance.

He told me: ‘Without a gun, I feel naked. I feel vulnerable. If someone walked in here now, I’d be a sitting duck. But the police are watching me as we speak.’ He pointed. ‘They are there, across the street.’

Sure enough, there were two men in a Vauxhall estate car just opposite the restaurant.

‘I can’t afford to be found with a gun now. At the moment, they have no evidence to link me to the killing.’

It would be almost another year before Ross was charged with the murder of Austin-Bruce. Yet the murder had clearly affected him. He admitted in one candid moment: ‘It’s made me rethink everything. It’s madness out there and I got caught up in it all. I wouldn’t want anyone to take my path. It can only end in death and destruction.’

He even claimed (and I believe him) that he’d presented himself at a local volunteer centre where he wanted to help teenagers to escape a culture of drug-dealing, robbery and violence.

‘I want to help these kids avoid the pitfalls,’ he said. ‘I know better than anyone how easy it is to get sucked in. It really was a case of kill or be killed. I want to get away from that world now but I fear I may have left it too late.’

A week after that first meeting, I got a panicky call from the ‘middle man’ saying that Ross wanted me to film him immediately ‘because he’s not sure how much longer he will be around’.

By now he was so afraid of meeting in public that I agreed he could come to my home. It was there, with a camera rolling, that he told me of the revenge killing of his best friend Anthony Otton on the night of Austin-Bruce’s funeral.

‘I was sitting inside a friend’s house when my best friend went outside to go home. I heard gunshots followed by a loud panicked knock on the door. I opened the door and my best friend fell to the floor. He’d been shot in the chest.

‘The shooter then came behind him, shot through the door and ran off with no mask on. My best friend died there in the hallway. He only got hit once in the chest but it hit his main artery and it killed him.’

Much to the frustration of police investigators, Ross refused to identify the man who shot dead his best friend. The case remains unsolved.

Ross’s family include pillars of society from high-flying lawyers to academics, a hypnotherapist and even a Government drugs adviser. Contrary to some reports, his grandfather and step aunt Ms Rodway have rallied round his mother and given their full support.

His family is deeply worried that Ross may be a target in prison. ‘Rupert has a price on his head. We all know that,’ a relative told me.

Ross himself told me: ‘Prison doesn’t scare me. I’ll make it work for me just like everything else in my life.

‘I don’t really fear anything any more. Not even death.

‘I suppose in some ways I am emotionally dead. But the life I’ve led has made me that way. I wouldn’t have survived even this long if I’d let it all get to me.’

The last time I saw Rupert Ross was a couple of days before he was arrested. He knew it was coming. His voice shook as we talked briefly on a street corner. He wore a hood and looked a haunted man. He told me: ‘I can’t help you any more.’

With that he walked away. I knew I’d never see him again.

Adam Vincent, 33, was shot with air rifle pellets and savagely punched and kicked in the weeks before his gruesome death.

The gang then scattered his body parts in waterways across Lincolnshire, Sheffield Crown Court was told.

His severed leg was found sticking out of the water by birdwatchers at Tetney Lock near Cleethorpes on March 3 this year.

After a police investigation two other parts were recovered and his head, right arm and right leg were found in the River Ancholme, near Brigg in June.

Prosecutor Tom Bayliss QC said the five-strong gang believed Mr Vincent had stolen £5,000 from them and 'grassed' them up to the police.

The court heard Mr Vincent was a heroin addict and sold 'wraps' for the gang in return for using some of the drug himself.

At the time of his death he was living with the gang whose headquarters was based in a small bungalow in Scartho, Grimsby.

Grimsby men Lee Griffiths, 43, his sons Thomas, 22, and Luke, 19, Lee's stepson Mark Jackson, 27, and Matthew Frow, 32, all deny murder between February 26 and March 4.

They also deny conspiracy to pervert the course of justice by concealing Mr Vincent's dismembered body between the same dates along with Andrew Lusher, 43, also from Grimsby, who is alleged to have hired the van used to dispose of the body.

The three Griffiths and Mark Jackson further deny conspiracy to supply heroin between December 1, 2010 to March 7, 2011.

Mr Bayliss said Mr Vincent was a close associate of the five men charged with murder.

He did small-time drug dealing on their behalf and 'it was the gang he was associated with that killed him.'

Three weeks before Mr Vincent's body was found three of the gang were arrested for drugs offences by police then released.

'Birdwatchers chanced on the leg just hours after it had been dumped'

Officers searched the bungalow, which is owned by Lee Griffiths, and where Mr Vincent had been living.

Mr Bayliss said Lee Griffiths believed Mr Vincent had given information to the police and had stolen £5,000 and drugs from them.

The gang began a 'sustained physical assault' on Mr Vincent and the violence continued for a fortnight ultimately leading to his death.

A post mortem showed Mr Vincent died from a blunt force trauma to the head. He had been struck at least three times with a weapon.

Mr Vincent was last seen alive on February 27 and the following day it is claimed that one of the gang sent a text to his girlfriend which implied Adam Vincent had been killed.

His body was dismembered after his death and a van, organised by Lusher, was allegedly used to dispose of it.

The birdwatchers chanced on the leg just hours after it had been dumped.

Mr Bayliss said: 'Adam Vincent was killed behind closed doors by this gang.

'All five of the defendants were participating in a joint enterprise which led to Adam Vincent's death.'

He said it was difficult to identify individual acts of violence but the prosecution claim anyone involved in it is guilty of murder even if they were not present when the fatal blow was delivered.

The court heard three of the gang were arrested for suspected drugs offences and the bungalow was searched. Drug paraphernalia was seized along with an air rifle on February 11.

Pellets matched to the rifle were found in Mr Vincent's body.

Mr Bayliss said: 'Even before this one of the things that was happening was that Mr Vincent had been shot in the body by this a air rifle.

'It would have caused pain and injury. It was an indication of how he was being treated.

'Mr Vincent's father Keith visited his son who was in hospital with pneumonia in late January. Mr Vincent told his dad he had had enough of his drug-taking lifestyle.'

'He said: ''I want to get away but they won't let me. I need to sort some issues out first.'

'He later added: 'You don't know these people. I'm trying to get it all sorted.''

Mr Vincent discharged himself against medical advice and was probably killed three weeks later.

Mr Bayliss said witnesses spoke of how Mr Vincent would tell of being beaten up and how 'they couldn't let him go because he knew too much.'

When Mr Vincent stole the money from the gang he was given 'a bit of a kicking' and was tied up in the house, it was alleged.

Another witness said Lee Griffiths was becoming 'paranoid' about heroin going missing from the house and suspected Mr Vincent had been stealing it.

The court heard that as early as January Mr Vincent was seen with a black eye and Thomas Griffiths was bragging he had shot him.

A few days before Mr Vincent was killed Thomas Griffiths was seen to punch him in the face in the house and Luke Griffiths kicked him in the side while his father held a knife to Mr Vincent's throat.

The victim was later seen in pain and by February 26 was described as having a 'shocking' appearance by a witness at a supermarket.

He was walking with a limp and had cuts all over his face.

'His facial expression according to a security guard was one of terror,' said Mr Bayliss.

The hearing, which is expected to last at least six weeks, continues.

“IT’S prison or death out there. I’ve seen people get stabbed and my friend was shot dead last year... I was lucky it didn’t happen to me.”

These are the chilling words of a 19-year-old Birmingham gang member who once roamed the streets of Lozells, selling drugs and fighting with rivals over territory.

He has since left that dark and dangerous life behind him and is on course to become a PE teacher.

Now he has helped make an award-winning film aimed at warning the next generation of the dangers of gangs.

It is being shown in schools across Birmingham to children the same age he was when he became involved.

Today, the teenager lifts the lid on the closed world of gang culture in our second city.

But even now he cannot be named for fear of retribution from the people he once saw as ‘family’.

“It started when we were at high school,” he told the Sunday Mercury.

“I was part of a group of friends who came together and decided no-one would trouble us if we had any problems. There were probably about 20 of us in Lozells and Aston.

“Back then, it felt more like a family than a gang.

‘‘You do everything with your gang.

“If you go to the city centre or something like the bonfire at Pype Hayes, you wouldn’t go on your own, you’d go with 20 or 30 people so you were safe.

“If we saw other gangs there would be a fight. And that could escalate really easily.

“Luckily, I was never a person to get stabbed but I’ve seen things like that and it’s not nice.

‘‘My friend was also shot and killed last year. He was just in a car; it was a long-term rivalry; they pulled up next to him and shot him.

“In the back of your mind you know you don’t want to be in that environment, but you’re probably safer with your friends than without them.

“If you get caught slipping by going somewhere and another gang sees you, you’re liable, They don’t care whether you’re still in the gang or not.”

Criminal

Yet what started out as friends sticking up for each other quickly changed into criminal behaviour as the teen’s gang began selling drugs to make money.

The wannabe teacher, who was once cautioned for possession of cannabis, added: “The aim was just to survive and to make money to live life.

“Everyone was selling it for someone else and just trying to make a bit for themselves.

“We would sell whatever drugs the buyer wanted really, if people want something you’ll end up trying to sell it.”

And he claimed his young gang members were led further astray by older kids who thrive on street violence.

“Peer pressure plays a big part,” he added.

“There were older figures but we never saw them as leaders. We saw them as older brothers. That’s the influence they had on us.

“There was loads of people our age with nothing to do. We were all young and easily influenced by the older generation.

“They used to say it was ‘robbery season’ where everything you want, you get. If you want a phone, you go and rob a phone.

‘‘It was callous and evil.”

And as the gang got older, the trouble they got into became more serious.

“I think half of our gang ended up in jail,” added the 19-year-old.

“That’s for everything from drugs to violence to robbery.

Police wrest control of Rio's largest slum

Crack police forces were Sunday in full control of Rio's largest favela after launching a dawn assault to eject narco-traffickers who had been ruling the area for 30 years. "I have the pleasure to inform you that Rocinha and Vidigal (a neighbouring favela) are under our control. There were no incidents and no shots were fired. We don't have any information on arrests or weapons seized," Alberto Pinheiro Neto, chief of the military police, told a news conference. "The communities have been our control since (1900 AEDT) and we are withdrawing our armour and, in 45 minutes, we will reopen the streets," which had been closed since 0400 GMT ahead of the operation. Advertisement: Story continues below Built on a steep hillside overlooking the city and located between two wealthy neighbourhoods, Rocinha is home to 120,000 people. The long-anticipated operation in a city that has one of the highest murder rates in the country is part of an official campaign since 2008 to restore security in Rio before the 2014 World Cup and the 2016 Summer Olympics, which Brazil will host. Backed by navy armour and commandos and with two helicopters flying low overhead, hundreds of special forces police and 200 navy commandos punched their way into Rocinha and Vidigal at dawn. "The arrival of the UPP (a police unit set up to pacify the favelas) will be positive for the new generations to put an end to narco-trafficking. I want my sons to stay away from trafficking," said 51-year-old Carlos Alberto, who was one of the few Rocinha residents willing to speak to the press. But not everyone supported the police operation. A few women were seen crying. All access to the two favelas has been blocked since 2.30am (1102 AEDT). Earlier three vehicles blocked one of the avenues in the upper part of Rocinha. Dozens of policemen in the perimeter asked journalists present in the area to remain behind as they fanned out in the narrow alleys. Streets were deserted, with only a few residents watching from their windows as the troops made their advance. "We hope the pacification will not be just about ejecting the drug traffickers but also to bring sanitation, education, health," said community leader Raimundo Benicio de Souda, 4known as Lima. "There are people living (here) among cockroaches, urinating and defecating in a can," Lima told AFP, adding that for this reason "the pacification must have these people as a priority". William de Oliveira, president of the Favelas People's Movement, wearing a shirt with the inscription "I love Rocinha, said: "We want the people to be treated with dignity, respect, that those who have been involved in crimes be jailed but not assassinated" by police." Authorities estimate that about 200 criminals remained inside Rocinha following last week's capture of local drug kingpin Antonio Francisco Bonfim Lopes, also known as Nem. Nem was caught hidden in the trunk of a car, along with several accomplices and a few corrupt policemen who were protecting them. Nem was a model employee of a telecom company who "stumbled" into organised crime after getting a loan from a former Rocinha drug baron to pay for medical care for one of his daughters. To pay back his debts, he reportedly began dealing drugs and later took over as chief of the gang which controls Rocinha. The capture of Rocinha, the 19th favela to be pacified by police, recalled the huge operation launched by joint police and military forces to seize control of Rio's Alemao favela, home to 400,000 people in November 2010. Alemao was retaken after three days of clashes that left 37 people dead. Since Friday, heavily armed police had been besieging Rocinha, checking all cars going or leaving the area. Endemic and chronic urban violence has long tarnished the image of Rio, where more than 1.5 million people live in 1,000 slums spread throughout the city.
